Job Summary

HM Land Registry strategy and business plan set out some of the most ambitious goals in the organisation’s history. To ensure these objectives are successfully delivered in a controlled manner, HMLR are managing a number of high-stakes multi-year programmes and portfolios covering a huge variety of work and reaching every part of the organisation.

As a Project Manager working in the Transformation Delivery Team within the Transformation & Technology Directorate, you will be a key player in delivering these strategic commitments. You will be working on some of the most exciting, innovative, and far-reaching initiatives that HM Land Registry has planned and have the opportunity to collaborate with colleagues from every part of the business.

You Will Be Responsible For

  • bringing together teams of experts to agree requirements and scope for complex projects
  • defining timelines and plans for delivery
  • monitoring ongoing work to ensure outputs are produced on time and to the right quality
  • helping colleagues define benefits to be achieved by projects
  • controlling budgets and financial planning

Working to the government standard for Project Delivery and applying appropriate project management methodology, you will use best practice and seek improvements from lessons learned, relying on support from your peers and through access to accredited training and extensive professional development material.

Your main duties will include:

  • Responsible for delivery of projects within HM Land Registry.
  • Accountable for the planning, design, governance and delivery of the Project(s), including obtaining all relevant internal and external approvals.
  • Accountable for managing project delivery according to baselined project plans towards realisation of profiled benefits, and including dependency management, risk and issues management and resource management.
  • Work with the Programme Managers, Benefits Managers and Benefits Owners to agree benefits profiles and benefits realisation plans.
  • Capture lessons learned, participate in project assurance activities, and offer peer-to-peer support.
  • Collaborate with the Project SRO, Programme Manager and other interested parties on the transition of Project products and services to a ‘business as usual’ position
  • Control third-party contributions and delivery partners.
  • Oversee procurement of goods and services according to Government procurement rules.
  • Manage stakeholders, including communication strategies and plans at Project level.
  • Control project expenditure, budgeting, and financial forecasting.

Please note this role requires a minimum of 30 hours per week. Travel and overnight stays will be required from time to time.

You Will Have

  • Experience of successfully planning and coordinating the delivery of complex work (Lead Criteria)
  • Experience of successfully building consensus, negotiating, and influencing stakeholders on all levels.
  • Experience of successful leadership, including leading, participating in, and advising at senior stakeholder groups, such as board meetings or senior working groups.
  • Experience of collaborating with others to achieve successful delivery of challenging objective, with the ability to be pragmatic and bring others along with you.
  • Experience of articulating difficult concepts to stakeholders and facilitate problem solving.
