Job summary

Scrumconnect Consulting in Swansea, UK, is seeking an organised Project Manager to plan and deliver projects on time, within budget, and to a high standard. You will work with public sector teams and external stakeholders to keep projects moving and aligned in a governed delivery environment.

This hands-on role requires strong planning, budgeting, risk management, and excellent communication, with hybrid working (on-site three days per week). Prior PRINCE2 or Agile qualifications are desirable.

Qualifications

• 3+ years of experience delivering cross‑functional projects in a similar role.
• Strong planning, budgeting, and risk management skills.
• Excellent communication and stakeholder engagement.
• Comfort with project management tools (Jira, Asana, MS Project).

Responsibilities

• Lead projects from initiation through delivery and closure.
• Define scope, objectives, deliverables, and timelines.
• Build and maintain project plans, budgets and resource forecasts.
• Coordinate cross‑functional teams and suppliers and keep them accountable.
• Identify, track, and manage risks, issues and dependencies.
• Communicate progress to stakeholders through regular reporting and meetings.
• Execute changes using a formal change control process.
• Run project meetings like kick-offs, stand-ups and retrospectives.
• Capture lessons learned and contribute to process improvements.

We're looking for an organised, proactive Project Manager to plan and deliver projects on time, within budget, and to a high standard. You'll work with teams across the public sector and with external stakeholders, keeping projects moving and everyone aligned. This is a hands‑on role operating within structured and governed environments where smooth delivery and time management are key.

Key Responsibilities

• Lead projects from initiation through to delivery and closure.

• Coordinate cross-functional teams and suppliers, and keep them accountable.

• Manage changes to scope, cost, or schedule using a clear change control process.
• Run project meetings such as kick-offs, stand‑ups, and retrospectives.
• Capture lessons learned and contribute to improving project processes.

Required Skills & Experience

• Proven experience managing multiple projects in a similar role (typically 3+ years).
• Strong planning, budgeting, and risk management skills.
• Excellent communication and stakeholder management.
• Confident using project management tools (eg Jira, Asana, MS Project, or ).
• Ability to prioritise and stay calm under pressure.
• Strong problem‑solving skills and attention to detail.

Desirable Experience

• A recognised qualification such as PRINCE2, APM PMQ, PMP, or Agile/Scrum.
• Experience in government departments/public sector.

Location and Working Pattern

Hybrid working: On-site presence typically 3 days per week.
Location: Swansea
