Job Summary
Ocean Networks Canada (ONC) is a world-leading organization supporting ocean discovery and technological innovation. ONC is a not-for-profit society that operates and manages innovative cabled observatories on behalf of the University of Victoria that supply continuous power and Internet connectivity to various scientific instruments located in both coastal and deep-ocean environments in the Pacific, Atlantic and Arctic environments. ONC's cable arrays host thousands of sensors distributed in, on and above the seabed along with mobile and land-based assets strategically located, instruments that address key scientific and policy issues (subsea earthquakes and tsunamis, ocean acidification, marine biodiversity, etc.) within a wide range of environments.
The Project Management Office (PMO) is part of the Engagement & Knowledge Mobilization Division at ONC. The PMO office provides project management services to ONC utilizing internationally recognized standards. The Project Manager (PM) reports to the Associate Director of Applied Science Solutions.
The PM, with guidance and direction from the Associate Director and/or more experienced PMO staff members, leads all phases of the project, ensuring projects are delivered on time, on budget, within scope, of high quality, and in compliance with contractual requirements in order to ultimately satisfy client expectations.
The PM is assigned a diverse range of projects at any given time that may vary in complexity, risk, duration, and value but is appropriate for their level of experience and expertise.
The PM is responsible for managing the initiation, planning and execution, monitoring, communications, and closing of these projects. This position works with primary stakeholders to gather requirements, define scope, schedule activities and resources, ensure quality control, and manage change.
The PM will prepare all project artifacts including Project Charters, Plans, Requirements & Design Documentation, Status Reports, Financial Invoices, etc. The PM will also lead or participate in the preparation of RFPs, selection activities, contract preparation and negotiation with both clients and subcontractors.
A broad range of simultaneous projects and project types may be assigned. A non-exhaustive list of project types includes software development, marine hardware procurement, testing and installation, data product development and visualization, tsunami and flood risk hazard modelling and assessment, feasibility studies, community engagement activities, literature reviews and reporting.
The PM will guide project team members as required to enable them to fulfill their responsibilities. This may also include providing guidance to non-PMO staff who have been assigned to lead smaller, less complex projects within the organization.
This position is strategic to the long-term scalability and delivery of complex projects within ONC, requiring a high level of accountability for projects that are often high risk, multidisciplinary, funded by multiple agencies, include diverse stakeholders (government, First Nations, public) and may include international partners. This level of complexity comes with the need for a rigorous approach to project management.
