Job description

Shipyard Staffing/NSC Staffing is currently hiring for Project Managers in the Hampton Roads area. The ideal candidate must have Six to Ten years’ managerial or supervisory experience in engineering projects involving modernization, maintenance, installation, repair, or testing of naval ship HM&E or AIT electronic systems/equipment.
Summary:
The Project Manager is the onsite project's primary point of contact. With full authority, accountability, and responsibility, this position manages all aspects of assigned touch labor services to naval shipyards.

Duties and Responsibilities:
  • Manage day-to-day operations including management of timesheets of all personnel assigned to the project.
  • Update the daily manning spreadsheet and work directly with subcontractors to assign personnel to each open manning slot.
  • Ensure the program manager is updated on all high visibility situations in a timely manner.
  • Accurately submit previous weeks' timesheets to subcontractors and submit weekly timesheets and time accounting spreadsheets to subcontractors and program manager.
  • Work closely with the shipyard to ensure all shipyard requirements for personnel are met.
  • Communicate all personnel issues with the program manager in a timely fashion.
  • Plan, staff, and manage work execution on assigned projects.
  • Resolve any internal issues that arise over the productive and safe management of the project.
  • Lead the post-project review to capture lessons learned applicable to future projects.
  • Resolve issues on a day-to-day basis with customers, owners, port authorities, and other project stakeholders to prevent delays and avoid rework.
  • Ensure that change order requests and condition found reports (CFRs) are properly written and approved before submittal to the customer.
  • Confer with supervision to resolve problems and improve company processes and procedures.
  • Assure appropriate daily project staffing requirements and bid expectations are met.
  • Identify, assess, and analyze risks and issues that may compromise project success.
  • Must be willing to travel and manage ship repair availabilities in remote, out-of-state locations for extended periods of time if needed.
  • Establish and maintain effective working relationships with vendors, customers, and labor unions.
  • Identify changes in work scope to ensure appropriate planning measures are being taken.
Required Background and Education:
  • High school diploma/equivalent.
  • Ten years experience associated with ship maintenance, modernization, or construction.
  • Ten years of managerial or supervisory experience in engineering projects involving naval ship HM&E or AIT electronic systems/equipment.
  • Current security clearance is a plus.
Knowledge of:
  • Naval Sea Systems (NAVSEA) Command, Naval Surface Warfare Center (NSWC), naval shipyard operations, and ship systems.
  • Principles and practices of managing large numbers of employees and motivating them to peak performance.
  • Budgeting and financial statements.
Ability to:
  • Influence and lead others in successful project execution.
  • Mentor others by modeling respectful behaviors.
  • Communicate effectively with diverse groups.
  • Handle multiple priorities with independence and good judgment.
Work Environment:

The physical demands for this position are light to moderate. May require some lifting or assistance with heavy equipment. Position is required to stand for extensive periods of time, in extreme internal/external climates. Must also be able to work long hours, travel via various modes of transportation, and work any day of the week at any time of the day as required to meet customer needs.
