Job summary

Lorien is seeking an experienced Project Manager to lead business change, transformation and service improvement projects within a public sector environment. Based in Edinburgh or Glasgow with hybrid work 3 days per week, you will drive projects from business case through to implementation, ensuring delivery on time, budget and quality.

Responsibilities

• Lead projects through the full lifecycle from initiation to implementation and transition.
• Develop and manage project plans, budgets, resources, risks and timelines.
• Produce business cases and secure approval and funding for projects.
• Establish robust governance and regular reporting for projects.
• Chair project meetings, steering groups and stakeholder forums.
• Manage project teams, suppliers and partners to deliver.
• Build strong relationships with senior stakeholders to gain buy-in.
• Lead organisational change activities to support adoption of new systems.
• Ensure delivery aligns with objectives, quality standards and budgets.

We're supporting a key public sector organisation seeking an experienced Project Manager to lead business change, transformation and service improvement projects across a complex stakeholder environment.

This is a hands-on delivery role where you'll be responsible for managing projects from business case through to implementation, ensuring outcomes are delivered on time, within budget and to the required quality standards.

Key Responsibilities:

• Lead projects through the full lifecycle from initiation, design and implementation through to transition and support
• Develop and manage project plans, budgets, resources, risks and timelines
• Produce business cases and secure approval and funding for projects
• Establish and maintain effective project governance and reporting arrangements
• Chair project meetings, steering groups and stakeholder forums
• Manage project teams, suppliers and third-party partners to achieve successful delivery
• Build strong relationships with senior stakeholders and gain buy-in for change initiatives
• Lead organisational change activities to support successful adoption of new systems and ways of working
• Ensure projects are delivered in line with agreed objectives, quality standards, timescales and budgets
• Conduct post-implementation reviews and embed lessons learned into future delivery
• Support process improvement, quality improvement and business transformation initiatives across the organisation

Key Experience:

• Proven Project Management experience delivering complex business change or transformation projects
• Experience managing project budgets, resources, risks, issues and dependencies
• Strong stakeholder management and influencing skills across senior leadership teams
• Experience developing business cases, project plans and governance documentation
• Demonstrable experience delivering projects from initiation through to implementation
• Experience chairing meetings and presenting project updates to senior stakeholders
• Strong change management experience with the ability to support organisational adoption
• Experience of continuous improvement, process redesign or service improvement initiatives
• Knowledge of project management methodologies such as PRINCE2, Agile or APM
• Excellent communication, leadership and problem-solving skills
• Experience working within public sector, healthcare or large complex organisations would be advantageous
• Ability to manage multiple priorities and deliver successful outcomes within a structured governance environment
