The Councils capital investment shapes the future. It acts as a catalyst and enabler for change, and it can also act as an important driver for economic growth and improving the quality of life of residents. Around £500m of capital will be invested during the period 2024 – 2029 and the Capital Programme Team has an important and exciting role to play in ensuring that the investment achieves positive outcomes for our communities.
We offer flexibility in work locations, with office bases in Barrow, Carlisle, Kendal, and Penrith, as well as hybrid working options.
The Property Portfolio plays an important role in delivering capital projects which maintain and improve the Council’s assets including schools, corporate buildings, and leisure facilities. We also work on significant improvement projects which enable Council Plan outcomes including school extensions and new and enhanced community and leisure facilities. Increasingly we are looking to include decarbonisation measures in our projects to help meet the Council’s aspiration of being carbon net zero by 2037. Within the Property Portfolio we have a significant programme to define and deliver, and we are looking to recruit a Project Lead to support this work.
The Project Lead roles will manage development and delivery of projects in the Decarbonisation Programme and influence other maintenance and improvement projects. Ideal candidates will have proven project management experience, ideally with decarbonisation projects in large estates, who can manage all project stages with confidence. This role also offers the chance to engage in a variety of projects that directly benefit our communities. Strong communication skills and stakeholder management experience are essential for candidates seeking this impactful and rewarding role.

This position presents an excellent opportunity for an experienced and driven individual who is passionate about decarbonisation. Experience with decarbonisation projects in large estates, along with knowledge of the technologies and requirements for heat decarbonisation, is highly desirable. Familiarity with grant funding programmes is also preferred.
Candidates will have a proven track record in project management and will have excellent relationship building and stakeholder management skills.
