Torbay is a forward-thinking local authority, recognised for its commitment to delivering high-quality services to children and their families. With an OFSTED 'good' rating in March 2022, we understand the importance of continuous change to ensure we meet the needs of children in our area. To enhance our capabilities, we have established a dedicated Transformation Service focused on embedding new ways of working into service delivery.

We are currently seeking a dedicated Project Lead to join our dynamic team with the focus on supporting the Children’s Services Transformation Service. In this role, you will work across various areas, managing a number of project workstreams under the transformation umbrella. Collaborating closely with internal and external partners, your strong analytical skills will be crucial in interpreting complex statistical data and project specification information and providing guidance to the Divisional Director and the Transformation Board. Ultimately, you will be responsible for ensuring workstream projects are planned, reviewed and delivered on time and within budget. Demonstrating good knowledge of change and transformation within the context of Children’s Social Care would be an advantage.

To thrive in this role, you should possess excellent analytical skills, effective communication abilities, and hold a degree in a relevant field or be able to demonstrate equivalent experience in a similar post. This is a hybrid role with an expectation of working from the Torquay office each week.

This position is for a fixed term of 12 months from the start date.

  • The ability to establish and manage projects, risks and issues to a successful conclusion.
  • The ability to provide leadership and constructive support to colleagues working on Business Improvement and Change Projects.
  • The ability to present complex and sometimes contentious information in an easy-to-understand and concise manner to a range of different audiences.
  • The ability to develop and deliver creative solutions and fresh thinking to a wide range of project issues.
  • The ability to manage conflicting deadlines and identify and manage constant change.
This role requires the ability to fulfil all spoken aspects of the role with confidence and fluency in English.
Knowledge
  • Expertise in a project management approach to delivery of change.
  • Working knowledge of the production of project management documentation including project briefs, project approach, project plans, project initiation documents, work packages, resource plans, risk & issues logs.
  • Knowledge and understanding of the Council’s budget and Medium-Term Financial Plan cycles and the ways in which Business Improvement and Change Project targets can help meet these challenges.
  • Understanding of the Council’s governance process to ensure that deadlines are met for effective decision making timelines.
  • Up to date knowledge of computer systems i.e., the ability to use software packages, such as Microsoft office (including Project, Excel, Outlook, Word and PowerPoint).
Experience & Qualifications
  • Educated to Degree level standard (Including HND, professional / enhanced skill qualification) or equivalent, or demonstrable work-related experience in appropriate areas.
  • Evidence of continued professional development.
  • Experience of involvement in successful delivery of change.
  • Experience in responding to quickly changing priorities and competing deadlines.
  • Experience working across multiple departments / organisations (when required) and dealing tactfully and persuasively with complex and sensitive matters.
