Job description

Our client is looking for a Project HSE Manager to work on a long-term HVDC Interconnector project on a contract basis.

The Role

Leads all health, safety, and environmental (HSE) management activities for the interconnector project on behalf of the Cable Contractor. The Project HSE Manager is responsible for the development, implementation, and continual improvement of the project’s HSE Management System in accordance with legal, contractual, and Employer requirements.
The role ensures that safe systems of work are embedded across all onshore and offshore scopes, that regulatory compliance is maintained, and that a strong safety culture is promoted throughout all levels of the project organisation and supply chain.
This role serves as the focal point for HSE planning, monitoring, and reporting across the entire project lifecycle. It includes coordination with subcontractors, interface management with other delivery packages, and engagement with marine and environmental regulators.
The role requires leadership in risk identification and mitigation, incident investigation, and the implementation of behavioural safety initiatives.

Key Duties

  • Develop and maintain the Project HSE Management Plan and related procedures, ensuring alignment with legal and contractual obligations.
  • Oversee HSE compliance across all work fronts, including civil works, HDD, offshore installation, and commissioning.
  • Facilitate HAZID, HAZOP, and risk assessment workshops; ensure output is integrated into method statements and control measures.
  • Conduct regular site inspections, audits, and reviews to verify safe practices and legal compliance.
  • Manage incident investigation processes, ensuring timely root cause analysis and implementation of corrective actions.
  • Lead HSE training, onboarding, and awareness campaigns for all project personnel and subcontractors.
  • Act as the principal interface with regulatory bodies (e.g. HSE, MMO, Environment Agency) on health and safety matters.
The Person
  • Extensive experience in HSE leadership roles on major infrastructure, cable, or marine projects.
  • Strong knowledge of UK health, safety, and environmental regulations, including CDM 2015 and applicable offshore/marine legislation.
  • Proven ability to manage subcontractor HSE performance across complex multi-package programmes.
  • Experience facilitating risk workshops and embedding HSE into design and planning stages.
  • Strong auditing, investigation, and reporting skills.
  • NEBOSH Diploma or equivalent professional HSE qualification essential; membership of IOSH or IEMA advantageous.
