Our Adult Social Care and Public Health Transforming Social Care (TSC) Programme aims to integrate health and care, improve our social care operating model to respond to increased demand, support local care markets to be more sustainable, develop a high-performing workforce, and accelerate digital innovation. The Programme is supported by medium-term efficiency proposals for both boroughs. Our vision is to transform services in Adult Social Care and Public Health to focus on prevention and early intervention, enabling individuals and their carers to build on their strengths, promote wellbeing, and achieve their desired outcomes, while delaying and reducing the need for long-term support from the Council. We need your help to realize this vision!

As the Project Finance Manager, you will work with a diverse team leading various projects. You should have a proven track record in benefits management, including benefits modelling, profiling, tracking, and reporting, preferably within a programme environment. This is a 12-month fixed-term contract.

About the role

The role involves overseeing and ensuring the delivery of medium-term efficiency and savings proposals supporting the TSC programme. You will track and manage performance across workstreams to deliver quantifiable benefits. The role reports to the Assistant Director of Finance and collaborates closely with the Programme Team (Project Officer and Programme Manager), Finance Officers, and Workstream Lead.

The Executive Director of Adult Social Care and Public Health (ASCPH) is the SRO of the Programme, and the Finance and Benefits Manager reports to the Programme Board, a monthly Senior Management Team meeting. The ideal candidate will have extensive experience in tracking and delivering savings and benefits programmes in the public sector, a relevant finance qualification, and preferably a working understanding of local government, especially adult social care.

Essential Qualifications, Skills, and Experience:

  • Experience: Proven experience advising senior managers on financial strategies, including finance, business case development, and benefits tracking. Ability to lead benefits design, planning, and scoping.
  • Knowledge: Thorough understanding of challenges affecting local government finance and adult social care services.
  • Communication: High-level skills in influencing, negotiating, and presenting complex financial information effectively to diverse audiences.
  • Collaboration: Successful experience working with stakeholders at all levels to deliver transformational change.
  • Financial Modelling: Expertise in using MS Excel, data extraction, or other tools to create financial models for decision-making and reporting at senior levels.

Ideally, candidates will have a strong understanding of local government, adult social care, NHS healthcare, and relevant finance qualifications or equivalent experience.
