Qualifications

  • Degree in Electrical/Instrumentation/Control Systems or equivalent.
  • Minimum 5 years' experience in engineering/operational environment.
  • Experience managing engineering projects and applying project management methodologies.
  • Knowledge of instrumentation, electrical systems including PLC/SCADA/DCS.
  • Experience in gas/chemical/process/utility sectors.
  • Proficient IT skills and MS Office.

Responsibilities

  • Deliver engineering projects from initiation through commissioning and end-project reporting.
  • Act as EC&I technical lead across lifecycle activities including HAZOP, LOPA, design, commissioning and validation.
  • Develop and implement engineering standards, procedures and controls for EC&I systems.
  • Provide technical guidance to operations and technician teams.
  • Manage third-party contractors to ensure safe and effective delivery.
  • Support Asset Information Systems and CMMS improvement initiatives across sites.

Job description

The Project Engineer provides technical engineering expertise and project management support to the Operations, Asset Management and Commercial teams to ensure the successful delivery of operational, capital maintenance and growth projects across the Channel Islands. The role is responsible for delivering projects from initial concept through to commissioning, handover and project close-out, ensuring work is completed safely, on time, within budget and to the required quality standards.
With a focus on Electrical, Control and Instrumentation (EC&I) engineering, the role acts as a technical subject matter expert throughout all stages of project delivery, including hazard studies, design, specification, commissioning and validation. The Project Engineer also supports operational and maintenance activities, contributes to asset integrity and asset information initiatives, develops engineering standards and procedures, and provides technical guidance to operational and technician teams.
Working across both Guernsey and Jersey and as part of the wider engineering community within Islands Energy Group, the role supports the sharing of best practice and participates in the management on-call rota.
Key Working Relationships
Employ a close working relationship with Asset Operations Lead, Asset Information Manager, LPG Site Manager and Site Controller, Plant technicians, maintenance personnel and all other relevant internal/external stakeholders.

Project Delivery & Engineering

  • Deliver engineering projects from initiation through to commissioning, handover and end-project reporting.
  • Act as the EC&I technical lead throughout project lifecycle activities including HAZOP, LOPA, design, commissioning and validation.
  • Develop improvement projects, prepare CAPEX requests and convert concepts into detailed engineering solutions.
  • Manage Capital Maintenance and Capital Growth projects, controlling financial, schedule, quality and project risks.
  • Prepare Project Initiation Documents and supporting project documentation in accordance with the Capital Project Framework and internal guidelines.
  • Provide technical support in the design, specification and delivery of engineering projects across LPG and Network operational areas.
  • Develop and implement engineering standards, procedures and controls to ensure EC&I systems are managed safely and effectively.
  • Identify and coordinate the technical resources, skills and third-party support required to deliver successful projects.
  • Manage and oversee third-party contractors to ensure safe and effective delivery of works.

Operational Support & Asset Management

  • Provide technical support, engineering analysis and technical reviews to Operations and Asset Management teams.
  • Support operational and maintenance activities, particularly within areas of technical expertise.
  • Support the effective development and utilisation of Asset Information Systems and the Computerised Maintenance Management System (CMMS).
  • Provide engineering input to asset information and asset integrity improvement initiatives.
  • Assist in developing and improving Asset Integrity Management systems and frameworks.
  • Support engineering projects and operational activities across both Guernsey and Jersey sites.

Technical Leadership & Collaboration

  • Provide technical guidance and mentorship to technicians and operational teams, supporting future capability development.
  • Collaborate with colleagues across the wider Islands Energy Group to share technical knowledge and best practice.
  • Deliver technical reports, presentations and briefings to project stakeholders and the wider business.
  • Drive continuous improvement by identifying inefficiencies and implementing solutions aligned to IEG values.

Health & Safety

  • Ensure Health & Safety policies, procedures and management systems are implemented and followed throughout project and engineering activities.
  • Establish and maintain effective working relationships with the IEG Health & Safety Team.
  • Take an active role in promoting a positive health and safety culture across engineering and operational activities.
  • Ensure engineering and project activities appropriately consider operational and process safety risks.

Service Delivery

  • Successfully deliver objectives and outcomes agreed with the Head of Channel Islands Site Operations.
  • Achieve defined performance and delivery outcomes across all areas of responsibility.
  • Monitor project and operational performance, identify variances and ensure corrective actions are implemented and closed.

Budget Responsibility

  • Provide accurate project cost estimates and support development of Capital Maintenance and Capital Growth budgets.
  • Ensure projects are delivered within approved time, scope and budget parameters.
  • Apply effective cost management and financial control throughout project delivery.

Performance Management

  • Maintain the skills, training and competencies required to perform the role effectively.
  • Contribute to annual performance development reviews and interim review processes.
  • Promote and maintain a culture of compliance with established processes and procedures.
  • Support a positive, respectful and inclusive working environment aligned with IEG values.

On-Call Responsibilities

  • Participate in the management on-call rota.
  • Work towards undertaking Duty LPG Officer responsibilities where required.

Any Other Duties

  • Undertake any other reasonable duties consistent with the level and responsibilities of the role as directed by Senior Management.
  • Degree (BEng/BSc) in Electrical Engineering, Instrumentation Engineering, Control Systems Engineering or a related engineering discipline; alternatively HND/HNC or equivalent engineering qualification.
  • Minimum 5 years' experience working within an engineering and/or operational environment.
  • Experience managing engineering projects and applying recognised project management methodologies.
  • Knowledge of instrumentation systems, electrical installations and industrial automation and control systems, including PLC, SCADA and DCS platforms.
  • Experience within gas, chemical, petrochemical, process, utility or other engineering sectors.
  • Working knowledge of project risk management principles and engineering project delivery processes.
  • Knowledge of AutoCAD for development and review of P&IDs, PFDs and engineering schematics.
  • Knowledge of asset management systems including Computerised Maintenance Management Systems (CMMS).
  • Knowledge of ArcGIS and ArcMap software (desirable).
  • Working towards membership or chartership of a relevant professional institution.
  • Competent IT skills, including Microsoft Office applications.
  • Ability to comply with Company Data Protection requirements.
