The Role:
The mission of the Estates Division is to:
- Proactively plan and prepare for the future development of the University's Estate, ensuring it meets priority needs while maintaining financial and environmental sustainability.
- Assess the needs for new University buildings; manage the design, construction, and cost control of projects in the programme with vision and effectiveness.
- Service and maintain the existing Estate and manage its properties to achieve high standards within available resources.
The Projects Engineer focuses on points 2 and 3, and supports other ED Sections in delivering point 1.
The Projects Engineer is part of the Asset Management Section and is responsible for:
- The procurement of compliance, maintenance, and refurbishment schemes, liaising with surveyors, engineers, energy managers, and academic users to define project requirements and scope, and briefing professional teams for design and construction. Currently, the annual expenditure on projects managed by Asset Management totals approximately £25M.
- Undertaking project management functions from feasibility to completion on construction schemes.
- Delivering compliance and maintenance projects, with project values up to approximately £2M.
- Ensuring projects meet environmental sustainability standards, balanced with social and economic goals of the University.
- Selecting and commissioning design disciplines, including Architects, Quantity Surveyors, Civil and Structural Engineers, Mechanical and Electrical Engineers, Contract Administrators, and CDM specialists, involved from inception to completion.
- Engaging contractors for construction works.
- Ensuring projects are designed and constructed to meet the academic, teaching, and research needs of User Departments and the University, within agreed timelines and budgets.
The Project Engineer responsibilities include:
- Overseeing and managing multiple compliance, maintenance, and refurbishment projects, including active design, construction, and post-completion issues.
- Assessing, appointing, managing, motivating, and challenging external consultants and contractors at operational and senior levels.
- Producing and managing project documentation, including appointments and contracts.
- Contributing to the development of best practices, policies, and in-house documentation for project delivery, as directed by the Compliance Senior Project Leader.
