Job summary

Niyaa People is assisting a fast-growing housing and supported accommodation provider in recruiting a Project Delivery Manager in Luton. The role focuses on taking ownership of new service mobilisations from contract to operational launch, turning proposals into practical, actionable delivery plans.

You will work closely with senior leadership and internal teams to ensure services have the people, resources and infrastructure required to launch successfully in a hybrid setup.

Responsibilities

  • Lead end-to-end mobilisation and implementation of new contracts and services.
  • Review proposals to identify deliverables, deadlines, resource needs and operational requirements.
  • Create and maintain project plans, Gantt charts, action trackers and risk registers.
  • Coordinate cross-functional teams to ensure readiness for launch.
  • Ensure staffing, facilities, vehicles and other resources are in place before service start.
  • Manage multiple implementation streams in a fast-paced environment.
  • Monitor progress, identify risks and resolve issues before impacting delivery.
  • Provide regular updates to senior leaders on progress, risks and actions.

Job description

Our client is a fast-growing organisation operating within the housing and supported accommodation sector. Working in partnership with local authorities and public sector stakeholders, they deliver accommodation and support services that help meet complex housing needs across communities.

The business is expanding rapidly, securing and mobilising multiple new contracts and services. This creates a dynamic, entrepreneurial environment where teams work collaboratively to launch services, solve problems quickly and deliver positive outcomes.

The Role:

As Project Delivery Manager, you will take ownership of new service mobilisations from contract agreement through to operational launch.

This is a hands-on implementation role, ideal for someone who enjoys turning ideas and business proposals into practical operational plans. Rather than working within a rigid project framework, you'll operate in a fast-moving environment where priorities can change quickly, information may be incomplete, and you'll be expected to identify solutions, challenge gaps and keep delivery on track.

Working closely with senior leadership and internal teams including People, Finance, Operations and Commercial, you'll translate requirements into clear actions and ensure each service has the people, resources and infrastructure required to launch successfully.

Key Responsibilities:
  • Lead the end-to-end mobilisation and implementation of new contracts and services.
  • Review business proposals and identify key deliverables, deadlines, resource requirements and operational needs.
  • Create and maintain project plans, Gantt charts, action trackers and risk registers.
  • Coordinate teams across People, Finance, Operations and other internal functions to ensure readiness for launch.
  • Ensure staffing, facilities, vehicles and other operational resources are in place ahead of service commencement.
  • Manage multiple implementation workstreams simultaneously in a fast-paced and changing environment.
  • Monitor progress, identify risks and resolve issues before they impact delivery.
  • Review information provided by stakeholders, challenge inconsistencies and highlight potential gaps.
  • Provide regular updates to senior leaders on progress, risks, dependencies and actions required.
  • Project Delivery Manager, maintain momentum across projects and ensure services are fully operational within agreed timescales.
About You:

We're looking for a proactive and adaptable Project Delivery Manager who can operate effectively in a growing organisation where things move quickly. You'll ideally have experience in project delivery, implementation, mobilisation, service delivery, transformation, business operations or a similar role where you've taken ownership of complex activities.

You'll bring:

  • Experience managing implementation or mobilisation projects from planning through to delivery.
  • Strong organisational skills with the ability to manage multiple priorities simultaneously.
  • The confidence to work with broad direction and turn ideas into structured plans and actions.
  • Excellent stakeholder management skills, with the ability to coordinate teams and challenge where required.
  • Strong analytical skills with the ability to identify risks, inconsistencies and missing information.
  • A practical, hands-on approach with the ability to work independently and make decisions.
  • Experience using project plans, spreadsheets, trackers and reporting tools.
  • Commercial awareness and a focus on delivering outcomes rather than simply following process.
  • Experience within housing, supported accommodation, public services, healthcare, social care or similar sectors would be advantageous, although candidates from other fast-paced environments will be considered.
