Job description

Here within the @one Alliance, we are a collaborative organisation made up of our eight partner companies (Anglian Water, Balfour Beatty, Barhale, Binnies, MMB, MWH Treatment, Skanska, and SWECO) and our extended supply chain, delivering over half of Anglian Water’s capital investment programme.

We are gearing up for our most exciting and challenging Asset Management Period yet, known as AMP 8. This will see us deliver a programme of work larger than we’ve ever delivered before. We are driving change, empowering us to set global benchmarks and build a better environment, with the opportunity to offer enhanced growth and development to our workforce. We’re looking to build on our existing teams with an environment for career progression.

To enhance our ability to develop an optimal programme portfolio for delivery, we are looking for a talented Project Commercial Manager.

As we move into this exciting and challenging period for the Water industry, our commercial and cost management processes and practices must remain industry-leading to ensure we not only deliver but outperform against our objectives and customer expectations.

What you will be doing as our new Project Commercial Manager

You will be accountable for the commercial and cost management of a project or programme of projects from inception to close out, reporting directly to an Integrated Projects Leader (IPL), ensuring maximum efficiencies and full compliance with all Alliance and Anglian Water governance procedures. You will provide commercial challenge to the IPL and team on all project matters.

Responsibilities
Management of Commercials
  • Ensuring robust estimates are provided that are aligned to scope.
  • Managing and supporting the commercial and procurement strategies with the Senior Buyers to ensure the tender processes are followed correctly.
  • Ensuring subcontracts are properly prepared, reflect the agreed scope, and are properly managed by contract.
Robust Cost Management
  • Providing accurate live forecasting considering the project programme and reporting following the respective WBS/CBS.
  • Ensuring actual costs are properly monitored and assessed against the baseline estimate, challenging any variance to the plans.
  • Providing reports on actual costs versus estimates and identifying underlying reasons for any variance and resolution.
Contract Management
  • Ensuring the Alliance contract is properly administered.
  • Overseeing the timely issue of early warnings and advising the IPL on all compliance matters.
  • Ensuring proper records are kept for audits and cost assurance.
  • Ensuring final accounts are prepared timely and accurately.
Project and Programme Risk
  • Ensuring mitigation plans are in place and implemented.
  • Proactively managing opportunities, including identifying and implementing plans to realize them.
  • Monitoring progress of efficiencies and reporting variances to the IPL.
  • Reporting any withheld, disputed, or disallowed costs to the IPL.
Team Leadership
  • Leading and managing a small team.
  • Mentoring and developing team members.
Skills, Experience, and Behaviours

To be considered, you should have a degree-level education and hold RICS/CIOB/CICES certification. You will have experience managing complex projects, ideally up to multi-million pounds. Experience with NEC contracts, negotiation, estimating, and stakeholder management will make you stand out. You should act with integrity, champion collaboration, and lead with a strong commercial focus. Ability to work under pressure, support your team empathetically, and build strong relationships is essential.
