Programme: LCST (Logistics Commodities & Services Transformation)

Location: Bristol

Role Overview:

The Logistics Commodities & Services Transformation (LCST) programme is seeking a highly skilled Technical Programme Manager with a proven ability to drive change and innovation in a complex environment. This role will focus on developing, managing, and executing high-impact strategic initiatives designed to enhance operational capabilities and ensure the long-term success of our transformation efforts.

Qualified in Project and Programme Management and commercially adept, the Strategic Project Initiatives (SPI) Programme Manager will oversee key projects, from pre-award and mobilisation through execution, transition, and close. This role will collaborate closely with project professionals, operational managers, and external stakeholders (including the MOD) to ensure that high-level, cross-functional initiatives are delivered on time, within budget, and to the required quality.

As a senior member of the P3M team, the Programme Manager will foster a culture of strategic thinking, programme excellence, and innovation, reporting directly to the P3M Director and working closely with internal and external partners.

The P3M cadre provides governance of project on behalf of the LCST IS department which is the backbone of a £6Bn programme ensuring the continued running and delivery of critical services to Defence and Front Line Commands (FLCs). The department continues to grow ensuring that it evolves and matures to deliver to the changing needs and demands of our Defence partners. Project delivery and change management are fundamental to the success of the IS department and an ever-growing scope of internal change requests alongside those from the customer need to be successfully scoped, managed, resourced and executed to maintain our output.

The Technical Programme Manager will be an integral figure in the shaping, maturing & execution of new ways of working to ensure that LCST P3M continue to execute change whilst maintaining the operational output of current IS systems. You will work alongside senior IS Heads of function negotiating and agreeing change and technical uplift which will then be integrated and embedded within the organisation.

Duties and Responsibilities:

  • Lead the delivery of strategic project initiatives, ensuring projects deliver the promised outcomes for our customers and contribute to overarching transformation goals
  • Develop and maintain strong relationships with key stakeholders, including customers, senior leadership, and third-party suppliers
  • Establish control and visibility of project schedules, maintained within the Integrated Master Schedule and ensuring timely delivery of milestones
  • Proactively manage risks, implementing suitable mitigation plans, and reporting/escalating issues as needed
  • Ensure financial performance and adherence to programme budgets, with regular reviews of project actuals and Estimates at Completion (EAC) to inform forecasting and decision-making
  • Assure the content and quality of project documentation, including Basis of Estimates, RAID logs, PIDs, and strategic roadmaps, ensuring alignment with governance requirements
  • Ensure that projects, proposals, and initiatives are compliant with corporate, regulatory, security, and contractual policies and obligations
  • Drive a culture of continuous improvement, identifying opportunities to innovate and improve delivery across the programme
  • Coordinate internal resources and partners for the flawless execution of projects within the Programme
  • Ensure that all projectsare deliveredon-time, within scope and within budget
  • Developing project scopes and objectives, involving all relevant stakeholders and ensuringtechnical feasibility
  • Ensure resource availability and allocation
  • Use appropriate verification techniques to manage changes in project scope, schedule and costs
  • Manage the relationship with all stakeholders
  • Create and maintain comprehensive project documentation
  • Responsible for the integration and cross-collaboration with the Change Management team, covering responsibilities on an as required basis.

Skills Required:

  • Proven track record in successfully delivering technical programmes and projects
  • Experience in leading technical programs and managing change within an IS environment
  • An understanding of or experience in working with Jira and Jira workflows.
  • Good interpersonal skills and judgement for dealing with both internal and external stakeholders to develop strong working relations to support achieving objectives.
  • Ability to engage and work within a multi-functional programme team comprising both customer, supplier and internal staff with an awareness of IS principles.
  • Able to demonstrate a sound understanding of business, finance and personnel management techniques and the commercial aspects of projects.
  • The ability to communicate, negotiate and influence effectively.
  • Enthusiastic self-starter with good verbal communication
  • Excellent written communication through the use of e-mail, presentations and reports
  • Recognised Project Management qualification (APM PMQ/PPQ/ChPP preferred, MSP or similar)
  • Able to demonstrate experience (minimum 5 years) in Programme Management
  • ITIL Service Management Qualifications
  • Strong foundation in Information Systems and leading Technology Change
  • Advanced knowledge of operating in a public sector/central government environment
