Role Overview

We are seeking a Programme Manager to join the Future Frameworks Team. You will lead an ongoing programme of projects to procure and mobilise operational delivery frameworks, providing leadership and strategic direction.

Key Responsibilities

  1. Establish project teams and governance structures for framework renewals.
  2. Provide leadership, strategic guidance, and advice to project teams.
  3. Build relationships with stakeholders including Crown Commercial Services and the Cabinet Office.
  4. Ensure frameworks meet stakeholder needs and maintain consistency across projects.
  5. Capture and embed lessons learned across the programme.
  6. Develop and maintain the programme’s communication and engagement plan.
  7. Ensure project records comply with EA standards.

The role is based in a dispersed, national team with staff working from EA offices or remotely. Travel to meetings in Birmingham, Leeds, or London is required.

All staff must undertake training and participate in incident response duties, which support communities and protect the environment. Further details are in the candidate pack.

Team Details

Part of the Flood & Coast Risk Management Directorate, the Commercial and Framework Management team provides various services including operational frameworks needed for asset management through our supply chain.

Candidate Requirements

  • A degree in engineering, environmental science, geography, or related field.
  • Chartered membership of ICE, CIWEM, or APMP preferred.
  • Experience in programme/project management, especially in engineering, construction, or asset management.
  • Proven track record of delivering complex projects through multidisciplinary teams.
  • Experience with NEC contracts (PSC, ECC) essential; FAC-1 desirable.
  • Formal training in project and contract management preferred.
  • Strong interpersonal and influencing skills.
  • Leadership ability to develop teams and improve processes.
