Job summary

Nominet in Oxford is seeking an experienced Programme Manager on a 12 month fixed-term basis to oversee the delivery of large-scale technology programmes and multiple workstreams. You will establish governance, plans, milestones, risks and dependencies, and ensure delivery to scope, time and budget.

You will lead end-to-end delivery, manage stakeholder relationships at executive level, monitor performance with clear metrics, and translate business needs into deliverable outcomes while sustaining

The Role:

Nominet is seeking an experienced Programme Manager on a 12 month fixed-term basis to fulfil a vital role managing multiple complex concurrent projects / work streams across the modernisation and standardisation programmes. The role will be an addition to the existing delivery team and will need to rapidly assess and build stakeholder confidence in any proposed changes to minimise disruption to current progress.

Key Outputs include:
  • Understand & agree business objectives with stakeholders and align delivery programme to achieve
  • Successful delivery of programme to time, quality and budget
  • Identify and manage dependencies to protect critical path
  • Clear and transparent communications with Steering group to enable effective decision making and instil confidence in milestone achievement
What You'll Be Doing:
  • Lead the end-to-end delivery of large-scale technology programmes.
  • Establish and maintain programme governance, plans, milestones, risks, and dependencies.
  • Develop and manage integrated programme roadmaps across multiple workstreams & operational teams
  • Ensure programmes are delivered in line with agreed scope, timelines, budget, and benefits.
  • Monitor programme performance using appropriate metrics
  • Ensure that project deliverables (technical & business) meet the business needs
Stakeholder Management
  • Support Executives/Sponsors in articulating the objectives, benefits and outcomes of the programme and that the programme & change management to aligned to deliver and sustain the benefits realisation
  • Support Executives/Sponsors in their roles and that programme decision making is effective
  • Ensure that communications and reporting are in place to support business objectives across stakeholders, change and progress.
  • Ensure agreed actions are completed, risk identified and mitigated, issues resolved and decisions agreed in a timely way
  • Identify & track resource requirements and resolve availability conflicts
Planning & Governance
  • Work with colleagues, stakeholders and functional teams to devise plans, identify inbound and outbound dependencies and determine the critical path.
Change Management
  • Where programme outcomes require Stakeholders to adopt change apply change management practices to support outcomes and sustain change post programme
  • Manage and liaise with third party suppliers as required whether this be delivery partners or suppliers which the programme is introducing into the estate
Best Practice
  • Contribute to the delivery methods and community to foster best practice and consistent approach to achieving stated outcomes from investments
About You:
  • Flexible and adaptable in approach

  • Able to develop and maintain effective working relationships built on an understanding of others' needs and expectations
  • Appreciates care needed when working in a highly public arena where sustaining our reputation and trust are key
  • A definite attention to detail and planning with strong completer/finisher approach
  • Driven to learn, develop and deliver
  • Delivers high-quality work at short notice and to tight deadlines
  • Demonstrable experience operating across both agile (Scrum, Kanban, SAFe) and waterfall (PRINCE2, PMP, MSP) delivery frameworks, with the ability to translate fluently between the two
  • Substantial project management experience - having delivered multiple programmes and projects across a range of industries and performed a range of roles through their career giving exposure to all aspects of programme delivery
  • Significant experience of managing software development & complex projects
  • Demonstrable experience in joining programmes mid-life and influencing future
