Network Rail is hiring a Programme Commercial Manager on a 12-month hybrid contract, based in London (Kings Cross or Waterloo) or York. The role requires 3 in-office days per week with the rest remote, and involves leading the commercial delivery across the Digital Signalling Portfolio, engaging rolling stock suppliers and complex contracts.

You will drive governance, cost reporting, and commercial performance, while mentoring a team of nine commercial professionals and shaping procurement

On behalf of Network Rail, we are looking for a Programme Commercial Manager for a 12 month hybrid contract based out of Kings Cross or Waterloo London or alternatively YorkThe successful candidate will have a requirement of 3 office working days per week and the remaining will be working from home.Network Rail is at the heart of revitalising Britain’s railway. We at Network Rail are dedicated to becoming one of Britain's best employers and believe this starts with placing the candidate at the heart of everything we do!As a Programme Commercial Manager, your main responsibilities will be:* Oversee Network Rail's Digital Signalling Portfolio.* Lead commercial activity for onboard fitment programmes.* Manage rolling stock supplier engagement and bespoke contract arrangements.* Drive projects through governance approvals into delivery.* Provide commercial leadership in complex, evolving programmes with no defined roadmap.* Own cost reporting and commercial performance tracking.* Lead and develop a team of 9 commercial professionals.* Build strong relationships with industry partners and delivery stakeholders.* Support programme decision-making through commercial expertise and strategic insight.* Ensure successful commercial outcomes across a large-scale digital transformation portfolio.Essential:* Proven track record delivering complex, high-value procurements in regulated environments (PA23, PCR, UCR).* Strong expertise in pre-award procurement and post-contract commercial management.* Experience leading large-scale portfolios, programmes and commercial functions.* Deep understanding of public sector governance, assurance and investment controls.* Proven ability to manage complex commercial and contractual environments.* Skilled at driving major business and industry change programmes.* Strong stakeholder management skills with the ability to secure senior-level buy-in.* Experienced in leading, developing and motivating high-performing teams.* Excellent influencing, communication and presentation skills.* Strong understanding of business ethics, conflicts of interest and information governance.Desirable:* Experience within the UK rail or wider transport industry.* Strong knowledge of railway commercial environments and contractual relationships.* Experience procuring or contracting rolling stock modifications.* Experience delivering onboard ETCS programmes.* Understanding of the UK rail regulatory framework, Network Code and Network Change process.* Knowledge of rail industry business models across passenger, freight, operations and infrastructure sectors.* Experience working with bespoke and complex contract forms.* Digital signalling experience beneficial but not essential.Please be aware that this role can only be worked within the UK and not Overseas.Please note that Network Rail has a maximum 90-minute commute policy for all staff to the specified location for this role.Network Rail is an equal opportunity employer and values diversity.
