Program, Project and Product Managers - Technology Delivery

In ONI’s Digital and Data Division, we design and deliver technology solutions and services that underpin ONI’s day-to-day operations, as well as lead broader digital and data initiatives across the NIC. We also develop solutions for accessing and analysing information and data that contributes to assessments and business intelligence for decision making customers.

Roles are available across a number of teams in the Division with diverse work including to deliver core, resilient and secure ICT infrastructure, transition to cloud services, and initiatives that take advantage of new technology such as artificial intelligence.

The Office of National Intelligence is looking for experienced and motivated Program, Project, and Product Managers to join our Digital and Data Division at the APS6 to EL1 classification.

You’ll play a key role in the design and delivery of digital and technology initiatives— from major transformational programs, projects that improve cyber security and ICT modernisation, and products that deliver user-centred digital and data services for ONI and the National Intelligence Community (NIC).

We’re looking to fill multiple roles at both the APS6 and EL1 classifications:

Key Responsibilities

Program Managers

  • Oversee multiple related projects aligned to transformation initiatives.
  • Manage dependencies, benefits realisation, resourcing, governance, and change impacts.
  • Engage with senior leaders, policy, and delivery teams to drive program outcomes.
  • Maintain oversight of program delivery health, risk profiles, and stakeholder engagement and alignment.

Project Managers/Support Officers

  • Lead end-to-end delivery of digital, cyber or ICT projects using agile, hybrid, or traditional delivery approaches.
  • Manage scope, timelines, risks, and budgets, ensuring project goals are clear and are realised.
  • Coordinate multidisciplinary teams and external delivery partners.
  • Report on project performance and milestones to senior stakeholders.

Product Managers/Support Officers

  • Define the vision, roadmap and outcomes for digital and data products that meet user and business requirements and delivers value.
  • Prioritise product features and improvements based on evidence, user research, and policy context.
  • Work closely with delivery teams, UX/UI designers, developers, and key stakeholders.
  • Champion user-centric design and iterative product development across the product lifecycle.
Key attributes

Our ideal candidates will need to demonstrate:

  • Proven ability to lead and deliver complex programs, projects, or digital products on time and within budget, either independently or through managing multidisciplinary teams.
  • Strong stakeholder engagement, with a demonstrated ability to build and sustain collaborative relationships across internal teams, government agencies, external vendors, and end users.
  • Excellent written and verbal communication skills, including the ability to explain complex concepts clearly and adapt messages for executive, technical, and non-technical audiences.
  • Capability to manage risk, lead change, and adapt in dynamic or ambiguous environments.
  • Proven ability to manage competing priorities and deliver multiple concurrent initiatives, using critical thinking, sound judgement, and a strategic focus on outcomes.

Desirable but not essential:

  • Experience delivering digital, data or ICT projects in a government or large enterprise setting.
  • Relevant certifications or qualifications (e.g. PRINCE2, AgilePM, PMP, SAFe, HCD, Product Management).
  • Familiarity with tools such as Jira, Microsoft Planner or Project, or similar delivery platforms.
