Summary

This position is primarily responsible for oversight and management of focused outreach, administering regulations, policies, procedures and practices; planning, organizing, developing, implementing and coordinating program activities for the Center of Innovation (LEAP) Scope of Work. The Program Manager reports to the Director of Outpatient Services and supervises the LEAP program team.

Essential Duties and Responsibilities:

Core duties and responsibilities include the following. Other duties may be assigned.

  • Coordinates and integrates service delivery within the program.
  • Ensures program compliance with OASAS regulations and program policies directly related to program operations and record management.
  • Coordinates with Quality Assurance/Data Specialist to ensure accurate data collection and reporting.
  • Provides community education, coordination of community-based initiatives, and implementing initiatives to promote health and safety of individuals affected by drug and alcohol use.
  • Develop program services that meet OASAS standards for medically assisted treatment provided through telehealth, in community settings, and existing substance use treatment providers.
  • Direct planning, coordination, and follow-up of outreach to the community.
  • Coordinate with the nurse practitioner and medical doctor to ensure MATS treatment compliance.
  • Develop and manage peer support services.
  • Develop program protocols to improve service delivery and participant outcomes.
  • Works collaboratively with the Director of Outpatient Services to ensure effective program operations.
  • Ensure staff maintains accurate and confidential clinical records that comply with OASAS standards and internal policies.
  • Manage participant data, statistics and tracking for quality improvement and monthly reporting.
  • Responsible for the implementation of interventions to address the ongoing expansion of overdose prevention.
  • Provides crisis interventions and consultation as needed.
  • Manages and responds to crisis in the field.
  • Monitors participants’ services, assuring that staff are responsive to participant needs and take appropriate action to make adaptations as necessary.
  • Evaluates staff performance; identifies documents and develops corrective action plans for personnel performance problems. Responds to strengths or weaknesses identified through self-assessments and evaluations.
  • Makes recommendations for supervisee training(s) as needed, and assures staff compliance with all applicable training requirements.
  • Conducts program staff meetings.
  • Participates in case conferences, interdepartmental meetings, quality assurance meetings, staff development trainings.
  • Coordinates staff scheduling, ensuring adequate staff coverage.
  • Participates in fundraising activities.
  • Leads one of agency values teams.
  • Assists with organizing and implementing agency wide events and outreach efforts.

Education and/or Experience:

  • Master’s degree in social services or related clinical field, LCSW, LMSW, LMHC and 2 years supervisory experience working with applicable populations who have substance abuse/ co-occurring disorders; or
  • BS/BA Degree from an accredited college with a major in counseling, psychology, social work or a human services related discipline and 4 years supervisory experience working with applicable populations who have substance abuse/ co-occurring disorders;
  • Must successfully complete a criminal background check, obtain clearance from the Office of Children and Family Services and be drug free.
