Product Manager - Digital Services & AI

Contract | 6 Months | £475-£500 per day | Outside IR35

Security Clearance: Active SC clearance required

Working Arrangement: To be confirmed

We are seeking an experienced Product Manager to join a high-profile government digital transformation programme focused on enhancing citizen-facing digital services and AI-powered support journeys.

This role will focus on the continued development and optimisation of an established digital product, improving how citizens interact with government services and access the support they need.

Rather than building a product from scratch, you will drive continuous improvement, iterative delivery and product optimisation, using user research, data and stakeholder insight to shape priorities and deliver measurable outcomes.

Working within a multidisciplinary Agile team, you will help evolve an existing conversational support capability, including AI-enabled journeys that connect users with the appropriate government service teams when further assistance is required.

Key Responsibilities
  • Own and develop the product roadmap, aligning user needs, technical capabilities and wider programme objectives.

  • Drive the continuous improvement and enhancement of existing digital products and services.

  • Define product goals, success measures and outcomes, using data and user insight to evaluate performance.

  • Gather and prioritise feedback from users, stakeholders and operational teams.

  • Manage and refine the product backlog, ensuring delivery teams focus on the highest-value activities.

  • Translate user research, analytics and stakeholder feedback into actionable product requirements and priorities.

  • Work closely with Service Designers, User Researchers, Engineers, Data Scientists and Delivery Managers.

  • Lead product discovery and improvement activities to identify opportunities to optimise the service.

  • Make evidence-based decisions when balancing competing priorities and stakeholder requirements.

  • Support the development of AI-enabled user journeys, ensuring solutions remain user-centred, ethical and aligned with government standards.

  • Collaborate with technical teams to understand existing platform capabilities and identify opportunities for future development.

  • Communicate product vision, priorities and progress to senior stakeholders across complex organisations.

  • Ensure delivered solutions meet user needs and comply with relevant accessibility requirements and government service standards.

Essential Skills & Experience
Product Management
  • Proven experience as a Product Manager delivering and evolving digital products or services.

  • Strong experience managing established products through iterative delivery and continuous improvement.

  • Experience developing product roadmaps and translating strategic objectives into deliverable outcomes.

  • Strong backlog management, prioritisation and product planning skills.

  • Ability to define and measure success using analytics, performance data and user insights.

  • Confidence making evidence-based decisions and balancing competing requirements.

User-Centred Design
  • Strong understanding of user-centred design principles.

  • Experience working closely with User Researchers and Service Designers.

  • Ability to translate research findings and user feedback into meaningful product improvements.

  • A focus on improving user experiences through evidence-led decision-making.

Agile Delivery
  • Experience working within Agile, multidisciplinary product teams.

  • Understanding of modern digital delivery practices and iterative development.

  • Experience supporting products through discovery, Alpha, Beta and live service phases.

  • Ability to adapt to changing priorities in a fast-paced delivery environment.

Stakeholder Management
  • Excellent communication, stakeholder engagement and influencing skills.

  • Experience working with senior stakeholders across policy, operational, business and technical functions.

  • Ability to build consensus and align stakeholders around product priorities and outcomes.

Desirable Experience
  • Experience delivering GOV.UK or other public-sector digital services.

  • Familiarity with Government Digital Service (GDS) product management practices and service standards.

  • Experience with conversational AI, chat platforms or generative AI-enabled services.

  • Understanding of Large Language Models (LLMs) and AI-powered customer journeys.

  • Familiarity with analytics platforms and product performance measurement.

  • Experience working with cloud-native digital products and technical delivery teams.

  • Exposure to AI governance, risk management and responsible AI practices.

The Team

You will work as part of a multidisciplinary product team alongside Service Designers, User Researchers, Delivery Managers, Lead Data Scientists, Data Engineers and Software Engineers. You will also collaborate with senior stakeholders across government digital and technology teams.

What We're Looking For

This opportunity is ideal for a Product Manager who enjoys evolving and scaling existing digital services, using data, user research and stakeholder engagement to drive meaningful improvements.

You will combine strategic product thinking with hands-on backlog management and prioritisation, helping deliver accessible, user-centred digital experiences and AI-enabled support journeys.
