HAYS are delighted to be working exclusively with Birmingham City Council to recruit a Procurement Systems Lead to join their Finance and Assurance Division. This role is critical in developing and delivering their commercial systems, ensuring compliance with the Local Government transparency code and Procurement Act 23. The successful candidate will lead the monitoring of compliance to drive commercial performance and maintain my clients’ contracts database and procurement pipeline.

This role is paying up to £500 per day, and the successful candidate will be based on site one day per week.

The key responsibilities of this role are:

  1. Oversee the design, implementation, and integration of commercial systems, including InTend.
  2. Ensure commercial systems comply with prevailing and new procurement legislation.
  3. Optimise commercial systems to support CPS’s commercial activities and reporting needs.
  4. Implement solutions to manage demand, track performance, and drive continuous improvement.
  5. Use stakeholder management techniques to leverage data sets and systems for performance reporting and dashboards.
  6. Lead the contract management of commercial systems suppliers.
  7. Act as a Commerce expert and provide clear direction to the commercial team.
  8. Provide effective leadership and management of resources within the team.
  9. Support the team on procurements and contractual matters, providing guidance and advice.
  10. Drive improvements in data quality and management information usage across CPS.
  11. Enable reporting and insights to inform commercial/category strategies and support decision-making.

In order to be successful in this role, you will have:

  1. Professional qualification (e.g., CIPS Level 6) or equivalent commercial qualification/experience.
  2. Experience of managing and leading diverse teams and strategic projects.
  3. Strong knowledge of public/private sector policy environment, including procurement rules and contract law.
  4. Proven track record in implementing systems and procedures within a commercial setting.
  5. Excellent interpersonal, communication, and leadership skills.
  6. Strong IT skills, including proficiency in Microsoft suite and IT systems.
