Description

To support our continued growth, we are looking to employ a Consultant to join our consulting team. This role will work closely with client organisations and internal teams to deliver high-quality consultancy services across Housing, Customer, and Asset departments. The Consultant will take ownership of specific workstreams, contribute to project delivery, and ensure services meet agreed standards for safety, reliability, and efficiency.

The Procurement Support Officer will play a key role in delivering compliant, high-quality procurement consultancy services to our public sector and housing clients. The role will involve supporting and managing procurement projects and workstreams, drafting procurement documentation, coordinating evaluation and governance processes, and ensuring all activities are delivered in line with the Procurement Act 2023, Public Contracts Regulations 2015 (transitional arrangements), client governance requirements, and recognised best practice.

This role requires strong organisational capability, excellent attention to detail, and the ability to manage multiple priorities within a fast-paced consultancy environment. The successful candidate will demonstrate effective stakeholder engagement skills and a clear focus on maintaining robust audit trails, defensible decision-making, and high professional standards.

Key Responsibilities

  • Lead in delivering multiple projects and procurement workstreams, ensuring outputs meet client expectations and business objectives, supported by the Managing Consultant
  • Contribute to procurement strategy development, including route-to-market and planning activities
  • Draft procurement documentation, including notices, SQs, ITTs, RFQs, evaluation materials and award reports, supported by the Managing Consultant
  • Coordinate procurement processes, including timelines, governance approvals, key milestones and clarification management
  • Maintain accurate and auditable procurement records, including evaluation documentation and award rationale
  • Support evaluation activities, including moderation and documentation of outcomes
  • Develop high-quality reports, presentations and client briefing materials
  • Build and maintain effective relationships with clients, suppliers and internal stakeholders
  • Ensure compliance with applicable legislation (PA23, PCR 2015 transitional arrangements), client governance requirements and internal policies
  • Support procurement assurance activities, including conflict of interest management and audit requirements
  • Contribute to transparency and defensibility through effective document control, record-keeping and publication requirements
  • Support procurement pipeline tracking, reporting and data management
  • Lead client meetings, workshops and stakeholder engagement sessions, supported by the Managing Consultant
  • Lead in contract award, mobilisation and supplier engagement activities, supported by the Managing Consultant
  • Contribute to continuous improvement, knowledge sharing and wider team development
  • Deliver and support procurement project management activities, ensuring processes are completed effectively and in line with agreed timelines
  • Manage client relationships, acting as a professional and reliable point of contact.
Skills, Knowledge and Expertise
  • Strong analytical and problem-solving skills with the ability to interpret data and provide insights
  • Excellent communication and interpersonal skills to engage effectively with clients and colleagues
  • Ability to manage assigned workstreams and deliver to agreed timelines and quality standards
  • Proficiency in Microsoft Office applications (Word, Excel, PowerPoint, Teams)

Process, Coordination & Delivery:

  • Manage procurement timetables and ensure key deadlines and milestones are achieved
  • Develop and maintain evaluation materials, including Word and Excel scoring templates
  • Organise and coordinate meetings, workshops and evaluation sessions
  • Accurately record minutes, actions and key decisions from meetings
  • Maintain high-quality documentation through proofreading and attention to detail

Compliance & System:

  • Apply knowledge of PCR 2015 and Procurement Act 2023 to ensure compliant procurement processes
  • Utilise procurement portals and e-procurement systems (e.g. Mercell, In-Tend, Delta, Pro- Actis)
  • Follow established operational and administrative systems and processes.

Skills & Ways of Working:

  • Good understanding of public sector procurement legislation, including the Procurement Act 2023 and PCR 2015 (transitional arrangements)
  • Experience supporting procurement exercises
  • Strong written communication skills, including the ability to produce clear, accurate reports and documentation
