Job Description:

About us

MacTaggart Scott primarily supports the Naval Defence industry, providing complete solutions to customer needs from analysis of initial customer requirements, to design and manufacture, and right through to commissioning and through life support. Established in 1898, we are proud of our history and tradition, but believe that sustainable competitive advantage can only be achieved through continuous improvement, investment, and a commitment to business excellence at every level within the company. At MacTaggart Scott, we are committed to employee development, providing opportunities for career progression and professional growth. Join us in shaping the future of engineering solutions across the UK and beyond.

The Role

MacTaggart Scott (MTS) provides mission critical systems to Naval Defence and Commercial Marine markets across the UK and globally. Due to strong growth, the Procurement and Supply Chain (P&SC) function continues to evolve while ensuring it remains effective and efficient. Increasingly recognised as a source of business value and of growing strategic importance, the P&SC function's remit extends from customer bid development to through life support, ensuring direct and indirect products and services satisfy customer needs.

To fulfill MTS business needs, the P&SC Governance and Support Lead will influence:

· P&SC Governance and Compliance

· Policy, Process and Procedure Development

· Stakeholder engagement and P&SC functional training

· KPI Development & Performance Monitoring

The position is suited for persons with a positive ‘can do’ mindset who thrive on problem solving and continuous improvement. Applicants should demonstrate their ability to network effectively with internal functions and external suppliers, apply time management, manage complexity, deliver high-quality outputs within challenging timescales, and ensure attention to detail.

The successful candidate will play a pivotal role in developing and embedding governance frameworks, policies, and processes to control and manage all business expenditure—covering both direct (e.g., materials, components) and indirect (e.g., services, facilities, professional fees) spend categories. This is to ensure robust compliance, risk management, and governance standards are adhered to across the entire procurement lifecycle, supporting both operational and strategic procurement activities.

Responsibilities

  • Provide support and training to implement, negotiate, and agree procurement terms and conditions, including customer flow downs for direct and indirect purchases.
  • Develop and maintain a register of suppliers with mutually agreed Terms and Conditions.
  • Lead the development, implementation, and continuous improvement of procurement governance covering all expenditure categories.
  • Design, document, and embed procurement templates, guidance, processes, and policies to support the full procure-to-pay lifecycle.
  • Maintain an effective procurement policy suite with version control, training, and communication across the business.
  • Ensure company-wide compliance with procurement policies, standards, and regulatory/customer requirements for both direct and indirect spend.
  • Develop and execute procurement assurance activities such as audits, risk assessments, spend analysis, and compliance reporting.
  • Provide governance oversight of third-party expenditure across all functions, including IT, Facilities, Professional Services, and Manufacturing Operations.
  • Support the development of sourcing, supplier engagement, contract management, KPIs, supplier scorecards, and approval processes.
  • Promote standardisation and automation in procurement systems and tools to support governance objectives in collaboration with other functions.
  • Assist during strategic sourcing appraisals and develop risk mitigation strategies.
  • Provide training and guidance to ensure understanding of procurement policies, processes, and compliance, including regulations like Conflict Minerals and Slave Labour.
  • Lead the development of procurement KPIs in collaboration with relevant managers.
  • Implement mechanisms to monitor compliance, efficiency, risk, and supplier performance.
  • Drive continuous improvement through KPI data analysis to identify gaps and opportunities.

Requirements

  • Minimum 5 years of experience in contract and supplier management.
  • Understanding of Terms & Conditions.
  • Ability to coach and develop colleagues.
  • Knowledge of supply chain principles and techniques.
  • Understanding procurement ordering systems for contracting goods and services.
  • Strong analytical skills.
  • Effective communication skills (written, oral, presentation).
  • Experience with ERP systems.
  • Proficiency in MS Office (Word, Excel, Project, PowerPoint).
  • Ability to work collaboratively with internal and external stakeholders.
  • Self-discipline, motivation, and strong organizational skills.
  • Background in defence procurement, managing direct and/or indirect spend, including hardware, software, IT, resources, and facilities.
  • CIPS Legal Aspects certification or equivalent.
  • Experience in governance and compliance.
  • Experience in coaching and mentoring colleagues.

Your future at MacTaggart Scott – What we offer

  • Flexible working options including 4- or 5-day weeks.
  • Flexible working hours between 07:00 and 19:00, with core hours of 09:30 – 15:30.
  • Comprehensive leave policies including annual leave, parental leave, military reservist leave, and more.
  • Supportive environment with career development opportunities and a dedicated L&D team.
  • Referral program.
  • Wellbeing support through online programs, Employee Assistance, and onsite nurse.
