London / Hybrid – 1 day per week in the office
Permanent | Full-time
£45,000 – £55,000

Public Sector Procurement | Category Management | Commissioning | Tendering

Are you an experienced Public Sector Procurement professional looking for a role where you can genuinely influence how services are commissioned and procured?

We’re supporting a leading public-sector organisation with the appointment of a Procurement Specialist to join a collaborative procurement function, providing expert advice and commercial support across a diverse portfolio of services.

This is a great opportunity for a Procurement Specialist, Category Specialist, Procurement Officer or public‑sector procurement professional who enjoys variety, working closely with stakeholders and taking ownership of procurement activity from initial commissioning through to contract award.

The Opportunity

You’ll play an important role in shaping and delivering procurement activity across the organisation, acting as a trusted procurement adviser to commissioning and operational teams.

From advising on the best route to market and identifying appropriate frameworks, through to managing tenders, evaluations and contract awards, you’ll provide hands‑on procurement expertise across the full lifecycle.

The role offers a good balance of technical procurement, stakeholder engagement and commercial thinking, with the opportunity to introduce innovative approaches and help teams achieve better outcomes through effective commissioning and procurement.

What You’ll Be Doing
  • Provide expert procurement advice across a diverse range of public‑sector services and projects.
  • Work closely with commissioning and operational teams from the earliest stages of procurement activity.
  • Advise on route‑to‑market options, procurement strategy, frameworks, marketplaces and e‑procurement solutions.
  • Lead and support end‑to‑end procurement exercises, from initial requirements and tender preparation through to evaluation, award and contract mobilisation.
  • Develop high‑quality tender, quotation and procurement documentation.
  • Ensure procurement activity is compliant with relevant UK Procurement Law, regulations and Contract Standing Orders.
  • Develop and support robust Excel‑based evaluation models and ensure transparent, auditable evaluation processes.
  • Challenge and advise stakeholders where appropriate, ensuring procurement activity delivers value for money and meets organisational objectives.
  • Identify opportunities to introduce innovative and best‑practice approaches to commissioning and procurement.
  • Manage multiple procurement projects simultaneously, balancing competing priorities and deadlines.
  • Produce clear and accurate procurement reports, presentations, recommendations and supporting documentation.
  • Keep up to date with developments in public procurement legislation, policy, technology and best practice.
About You

You’ll be a confident procurement professional with experience working within a public‑sector environment, ideally with exposure to complex or regulated procurement exercises.

We’re particularly interested in people who can combine strong technical procurement knowledge with the ability to build relationships and provide practical, commercially focused advice.

You’ll bring:

  • Practical knowledge and experience of UK Public Procurement Law.
  • Experience working within public‑sector procurement.
  • A strong understanding of the end‑to‑end procurement lifecycle.
  • Experience supporting or leading competitive tendering and procurement exercises.
  • The ability to translate procurement legislation and best practice into clear, practical advice for stakeholders.
  • Knowledge of e‑procurement, digital procurement, marketplaces and emerging procurement technology.
  • Strong written and numerical skills, with excellent attention to detail.
  • The ability to manage multiple procurement projects, priorities and deadlines.
  • Strong stakeholder management and communication skills.
  • A proactive, organised and commercially minded approach.
  • The confidence to work independently while also contributing positively to a wider procurement team.
Qualifications

Ideally, you’ll hold a CIPS qualification at Diploma/Member level, be working towards this, or have equivalent demonstrable public‑sector procurement experience.

Why This Role?

This is much more than a transactional procurement position. You’ll have the opportunity to become a trusted procurement partner to commissioning teams, influencing procurement decisions from the outset rather than simply managing the tender process.

You’ll work across a varied portfolio, giving you exposure to different services, stakeholders and procurement challenges while developing your experience across commissioning, category management and strategic procurement.

The organisation offers a flexible hybrid working model, with just one day per week required in the London office, providing a strong balance between collaboration and autonomy.

If you’re currently working as a Procurement Specialist, Category Specialist, Procurement Officer, Category Manager or Strategic Procurement professional within the public sector and are looking for a role where you can broaden your experience and have a genuine influence, we’d be keen to hear from you.
