Job summary

Huntress - Bracknell is assisting a public-sector-backed organisation in recruiting a Procurement Specialist. You will drive end-to-end procurement of Goods, Services and Works, oversee tenders, establish sourcing strategies, and build strong supplier relationships to deliver best value and social value.

You will modernise procurement practices, manage category spend and embed commercial best practices across the organisation, collaborating with cross-functional teams and regional bodies.

Qualifications

  • Experience in leading end-to-end procurement for Goods, Services and Works.
  • Ability to design and manage tender documents and evaluation criteria.
  • Strong spend analysis capability to identify savings and efficiency.
  • Proven contract negotiation, supplier management and performance monitoring.
  • Excellent stakeholder influence across multi-functional teams and external partners.

Responsibilities

  • Lead high-level procurement processes including tenders, framework agreements, and collaborative purchasing.
  • Draft and manage tender documents: Invitations to Tender, specs, pricing schedules, evaluation criteria.
  • Conduct spend analyses and market research to identify savings and improve supply chains.
  • Lead contract negotiations, monitor supplier performance, maintain contract registers, ensure regulatory transparency.
  • Develop sustainable procurement methods, promote social value in supply chains, train budget holders.

Are you an experienced procurement professional looking for an impactful role where you can drive innovation, sustainability, and maximum value for money?

We are seeking a dedicated Procurement Specialist to deliver high-standard procurement advice, guidance, and strategic direction across our client's organisation.

About the Role

In this pivotal position, you will lead on the procurement of Goods, Services, and Works. You will oversee end-to-end tendering processes, develop robust sourcing strategies, and build strong supplier relationships that deliver long-term efficiency and social value.

Working closely with cross-functional teams, you will play a key role in modernising procurement practices, managing category spend, and embedding commercial best practices across the organisation.

Key Responsibilities:
  • Lead high-level procurement processes, oversee tenders, framework agreements, and collaborative purchasing solutions.
  • Design, draft, and manage key tender documents including Invitations to Tender, specifications, pricing schedules, and evaluation criteria.
  • Conduct spend analyses and market research to identify savings, streamline supply chains, and secure high-quality products and services.
  • Lead contract negotiations, monitor ongoing supplier performance, manage contract registers, and support compliance with regulatory transparency standards.
  • Develop innovative and sustainable procurement methods, promote social value in supply chains, and deliver training to internal budget holders to build commercial capability.
  • Build strong, collaborative relationships with internal teams, external partners, and regional bodies to share best practices and joint purchasing opportunities.
Key Requirements:
  • Proven track record with the public sector managing end-to-end procurement processes, negotiating high-value contracts, and driving category management strategies.
  • Detailed understanding of procurement practices, standard commercial contracts, relevant regulatory frameworks, and financial regulations.
  • Hands-on experience using e-procurement platforms is desirable, managing contract registers, and performing spend data analysis.
  • Strong capability to identify savings, evaluate market trends, and deliver value for money without compromising quality.
  • Exceptional interpersonal and negotiation skills, with the ability to influence stakeholders at all levels.
  • CIPS Level 4 qualified.
Details:
  • Salary: £42,000-£46,000 DOE
  • Location: Camberley (1 day office-based per week)
  • Contract: Permanent (Monday to Friday, 37 hours a week)
