Procurement Specialist

Role Overview

Morgan Hunt are seeking a motivated and detail-oriented Procurement Specialist on behalf of our Public Sector client on a full time and permanent basis.

Key Responsibilities

  • Support the development, negotiation, and management of a range of goods and services to secure favourable terms, conditions, and cost-effective outcomes.
  • Assist in overseeing contracts by managing supplier assessments, preparing and reviewing tenders, conducting negotiations, and tracking performance, variations, and claims.
  • Contribute to the creation and execution of procurement strategies that align with organisational goals.
  • Maintain effective communication with internal departments and external suppliers to ensure seamless procurement processes.
  • Aid in contract mobilisation and monitor supplier performance to ensure compliance with agreed standards.
  • Ensure that all procured items meet the organisation’s quality, safety, suitability, and cost requirements.
  • Drive cost savings and performance enhancements through proactive supplier and contract management.
  • Provide administrative support for the procurement system, maintaining accurate user access and account records.
  • Manage the distribution and monitoring of agency fuel cards.
  • Help address delays or issues in contract execution and escalate unresolved matters to senior procurement staff.
  • Prepare and submit price changes for input into the procurement system.

Qualifications and Experience

  • HND or equivalent qualification combined with relevant experience in procurement or supply chain management.
  • Working towards full membership of the Chartered Institute of Procurement and Supply (CIPS).
  • Experience with Public Contracts Scotland – both Quick Quote and Tenders portals.
  • Understanding of public sector procurement legislation.
  • Experience in contract negotiations, supply chain operations, and tendering procedures.
  • Proficiency in Microsoft tools including SharePoint and Power BI.
