Job summary

The Council is seeking a professional commissioning and procurement administrator to support major change initiatives across Adults and Children’s services. You will assist with outcomes-focused, lawful and commercially sound commissioning projects, managing e-tendering processes and tender documentation while benchmarking and researching market options.

About the Role

The role reports directly to the Commissioning and Procurement Manager for Adults, Children and Public Health and is responsible for supporting the Council in undertaking outcomes focussed, lawful and, commercially sound, commissioning projects to deliver quality and value for money services. To contribute to the effective running of the Council’s corporate Commissioning and Procurement function.

This is a very exciting opportunity for someone who wants to join a new team leading on major change and implementing a strong ethical procurement practice across our supply chain. We have delivered a number of major transformational projects across Adults and Children’s services, including the development of two ASC frameworks for homecare and supported living, appointed a change partner to deliver a proof of concept for Assistive Technology, School meals and more contracts being work on including, short breaks, day opportunities and VCSE recommissioning.

You will be providing professional commissioning and procurement project support to commissioning leads across the Council and manage projects on the e-tendering portal and prepare tender documentation as well as carry out research, benchmarking and market analysis

  • Delivering low value and routine procurement projects
  • Providing procurement advice and signposting to further support
  • Maintaining the Council’s commissioning and procurement guidance materials and templates
  • Manage the Commissioning mailbox, ensuring stakeholder queries are responded to in a timely manner
  • Continuously look at how the Commissioning function can be improved including actively seeking and responding to customer feedback

We are looking for someone who can developing excellent relationships with both internal and external stakeholders in order to maximise the understanding of commissioning and procurement to deliver positive outcomes. You will be a strategic thinker who uses data and trend analysis to identify opportunities for cost reduction across various spend categories

You will proactive and inquisitive and patient as this role needs someone who can delve into the details of the commissioning projects and help to train and support the team at an introductory level on the e-tendering system.

We are also looking for someone who has an understanding of Public contract publication and experience of using an e-tendering portal
