Job description

Job Purpose

To assist or lead the procurement (tendering) of goods, works, or services as allocated, to achieve the category and the Council's strategic objectives.

Ensure the full end-to-end procurement process is managed and delivered effectively.

Key Responsibilities

  1. Manage the procurement process for quotes and tenders that are low risk and low to medium value across various goods and services, leading to the letting of contracts for the Council. This should be undertaken following the agreement of specifications and standard processes by the commissioners and category managers.
  2. Collaborate with commissioners to develop and finalize service specifications.
  3. Lead procurement processes for mini-competitions through existing National and Local framework agreements, resulting in contract awards for goods and services required by the Council.
  4. Support the Senior Procurement Officer with procurement activities above OJEU threshold values.
  5. Guide and assist corporate and departmental customers on best procurement practices, ensuring awareness and understanding of procurement legislation within the Council.
  6. Monitor and report on supplier and category spend to assist Category Managers in developing strategic category strategies and improving procurement performance. Make recommendations for actions as appropriate.
  7. Assist with research into supply markets, procurement activities in other public bodies, and changes in national strategies affecting procurement, to support the strategic work of category managers.

Education and Knowledge

  • A CIPS membership or other relevant experience.
  • At least A Level standard or equivalent education, or a minimum of 2 years post-qualification commercial experience.
  • Knowledge of EU procurement directives and relevant legislation.
  • Knowledge of current procurement best practices and issues affecting public sector procurement.

Experience

  • Professional procurement experience within a complex organization with stakeholder engagement.
  • Experience in undertaking procurement activities in at least one spend category.
  • Experience in progressing project work to completion.
  • Experience supporting complex projects with successful implementation.
  • Experience using purchase order systems such as SAP.
  • Experience with e-procurement systems.
