Job summary

West Sussex County Council is seeking a Procurement Manager to oversee procurement activities, delivering services to residents and improving quality of life. The role manages a Buying Desk team and supports tenders across three core areas with an annual external spend of ~£600m, promoting value, compliance and strategic supplier partnerships.

The post is full-time (37 hours) or part-time considered, permanent, based at County Hall, Chichester, with hybrid working options.

Qualifications

• Knowledge of public procurement legislation (PA23, PSR)
• Experience delivering sourcing strategies and governance
• Experience using eTendering and procurement systems
• Good understanding of procurement risks
• Experience delivering total cost of ownership savings
• Willingness to study MCIPS and develop leadership capabilities

Responsibilities

• Lead end-to-end delivery of low-value procurement projects across People, Place and Resources
• Manage Buying Desk team within Operations & Analytics
• Support tender evaluations and sourcing exercises
• Ensure value for money, compliance and governance in procurement
• Support social value, sustainability, climate action and user-centred commissioning
