Interim Procurement Manager - Housing Development | 12-Month Contract | London
Competitive day rate (inside IR35)
A London Borough is seeking to appoint an experienced and results-driven Procurement Manager to support the delivery of two Housing Development Schemes. This interim role is pivotal in managing procurement processes through Competitive Dialogue and/or negotiated procedures, ensuring these high-profile projects progress on time, within budget, and in accordance with legal and regulatory frameworks.
Key Responsibilities:

  • Lead the end-to-end tender process within the built environment category, ensuring compliance and value for money.
  • Develop innovative procurement strategies using a range of tools including tenders and quotations.
  • Provide expert advice and guidance to internal stakeholders across Housing and Development teams.
  • Ensure accurate and compliant contract documentation and maintain robust audit trails.
  • Champion social value and sustainability in procurement activities
  • Collaborate with senior stakeholders to align procurement delivery with strategic aims.
  • Manage a portfolio of council spend and contribute to forward planning initiatives.
  • Analyse market trends and identify opportunities for improvements and efficiencies.


About You

  • To be successful in this role, you'll bring:A strong track record in public sector procurement, especially within housing or construction.
  • Hands-on experience with Competitive Dialogue and/or negotiated procedures.
  • Evidence of delivering procurement projects in organisations of similar scale and complexity.
  • Deep understanding of regulatory requirements, compliance, and contract governance.
  • A collaborative mindset and a proactive, customer-focused approach.
  • Demonstrated contribution to transformation and service improvement programmes.
  • Completion of the Transforming Public Procurement training is essential.
