Job summary

Carrington West is seeking experienced Procurement Managers for a major programme in Bristol. Hybrid role requiring three days onsite and extensive pre-contract procurement work for high-value activities.

The contract is Outside IR35 with a daily rate of £400-£450 and asap start. The successful candidates will lead tendering, evaluations and contract awards, ensuring regulatory compliance and value for money.

Qualifications

• Proven experience as a Procurement Manager or similar role.
• Strong pre-contract procurement experience including tendering, evaluation and award.
• Demonstrable knowledge of the Public Contracts Regulations 2015 (PCR 2015).
• Experience managing complex procurement activities within regulated or public sector environments.
• Strong stakeholder management, negotiation and commercial skills.
• Ability to work from the Bristol office a minimum of three days per week.

Responsibilities

• Lead end-to-end procurement activities with a focus on the pre-contract phase.
• Develop and implement procurement strategies aligned with project objectives.
• Manage tendering processes, supplier evaluations, negotiations and contract awards.
• Ensure procurement activities comply with PCR 2015 and regulatory requirements.

• Collaborate with commercial and project delivery teams to support programme objectives.

The Opportunity

We are currently recruiting for experienced Procurement Managers to join a major programme supporting a high-profile client in Bristol.

This is an excellent opportunity for procurement professionals with strong pre-contract procurement experience to play a key role in delivering complex, high-value procurement activities within a dynamic and fast-paced environment.

We are particularly interested in individuals with experience across the infrastructure sectors, who can confidently manage procurement processes from initial strategy through to contract award.

With multiple positions available and an immediate requirement for two Procurement Managers, we are keen to speak with suitable candidates who are ready for their next challenge.

Key Responsibilities

Skills & Experience Required

Essential:

• Proven experience working as a Procurement Manager or in a similar procurement-focused role.
• Strong pre-contract procurement experience, including tendering, evaluation and contract award.
• Demonstrable knowledge and practical experience of the Public Contracts Regulations 2015 (PCR 2015).
• Experience managing complex procurement activities within a regulated or public sector environment.
• Strong stakeholder management, negotiation and commercial skills.
• Ability to work from the Bristol office a minimum of three days per week.

Desirable:

• Previous procurement experience within the infrastructure sector.
• Knowledge of the Procurement Act 2023 (PA23).
• Experience within utilities, infrastructure or major programmes.
• Experience delivering procurement activities within complex, multi-stakeholder environments.
