Balfour Beatty plc is recruiting a Procurement Manager to lead defence bid procurement, then mobilise and run the project procurement function across mobilisation and delivery. The role requires securing defence clearance, shaping the supplier base and ensuring compliance with governance and alliance working.

You will own the project Procurement Strategy, coordinate multi-disciplinary sourcing teams and deliver procurement schedules aligned with programme milestones.

Qualifications

  • Proven experience in project or programme procurement management within construction, MEP or infrastructure.
  • Experience managing complex supply chains and large supplier networks.
  • Strong capability in strategic sourcing, negotiation and supplier engagement.
  • Good risk management and commercial awareness.
  • Experience with NEC contracts and alliance-style commercial models.

Responsibilities

  • Act as Procurement Lead for the defence bid and shape a robust supply chain strategy.
  • Lead procurement inputs into PQQs, ITTs and tender submissions.
  • Develop and maintain the Bid Procurement Strategy and Digital Procurement Schedule.
  • Ensure security clearance and compliance across the supply chain.
  • Agree and manage the Project Procurement Strategy and Procurement Schedule.
  • Provide regular procurement reporting to leadership on cost, risk and supplier performance.

To lead procurement activity for a major defence programme, initially supporting the bid and work-winning phase, then mobilising and leading the project procurement function throughout pre-construction and delivery.

The role will act as the single point of procurement accountability for the secured project, owning the Procurement Strategy, Supply Chain Mobilisation Plan, and Procurement Schedule, while ensuring full compliance with defence security requirements, Balfour Beatty governance, and alliance ways of working. This role is critical in ensuring the programme is commercially competitive, supply-chain secure, resilient, and deliverable across a long-term, complex defence environment.

What you'll be doing
  • Act as Procurement Lead for the defence bid, working closely with Work Winning, Commercial and Project Leadership teams to shape a robust, deliverable supply chain strategy.
  • Identify and develop extensive supply chain intel to support the project specifics and recognise any gaps to be addressed.
  • Lead procurement inputs into PQQs, ITTs and tender submissions, including sourcing strategies, market engagement, risk assessments and capacity confirmations.
  • Develop and maintain the Bid Procurement Strategy and Digital Procurement Schedule, ensuring alignment with programme phasing and mobilisation timelines.
  • Engage early with key subcontractors and suppliers capable of meeting defence security, assurance and information handling requirements.
  • Support pricing, commercial assumptions and supply chain risk mitigation actions to strengthen bid assurance.
  • Lead the transition from bid to live project, ensuring continuity of procurement strategy, relationships and governance.
  • Own the Project Procurement Strategy and Procurement Schedule, ensuring they are actively managed and updated throughout mobilisation.
  • Establish and lead multi-disciplinary sourcing teams through structured ITT processes to appoint subcontractors and suppliers in line with programme strategy.
  • Ensure all appointed supply chain partners are security-cleared, contractually compliant, and mobilisation-ready to meet programme requirements.
  • Ensure full utilisation of Group and UKCS framework agreements where appropriate.
  • Act as the Procurement Lead for the live project, with ultimate accountability for procurement performance, compliance and reporting.
  • Lead and develop the project procurement team, providing clear leadership, coaching and succession planning for a long-term programme.
  • Manage supply chain performance, risk and value throughout delivery, driving continuous improvement and early issue resolution.
  • Work closely with Commercial teams to ensure contractual terms and conditions are flowed down in line with the main contract.
  • Provide clear, regular procurement reporting to Project and Senior Leadership teams on cost, risk, programme and supplier performance.
Who we're looking for
  • There is a requirement for the individual to obtain and maintain appropriate security clearance to operate on UK defence programmes.
  • The candidate must be a UK National
  • Ensure all procurement activity and supply chain engagement complies with: Defence security and information assurance requirements, Balfour Beatty governance, policies and ethical standards, Contractual and legal obligations

The following are essential:

  • Proven experience in project or programme procurement management within construction, MEP or infrastructure.
  • Experience working with complex supply chains, subcontractors and suppliers on large projects.
  • Strong capability in strategic sourcing, negotiation, supplier engagement and risk management.
  • Ability to operate confidently in secure or other highly regulated environments.
  • Strong commercial awareness with the ability to balance competitiveness, risk and deliverability.
  • Experience of working under, and cascading downstream to supply chain the suite of NEC contracts under various options.
  • The role requires the individual to obtain and maintain appropriate security clearance to operate on UK defence programmes.

The following are desirable:

  • Experience of defence or other high-security programmes.
  • MCIPS qualification or equivalent (or working towards).
  • Understanding of contract law and alliance-style commercial models.
