Job description

The Procurement Team at SCL is seeking to appoint a Procurement Manager to facilitate complex procurement projects and support the development of our team.

You will play a key role in supporting the strategic direction while developing others, enhancing your management and leadership skills.

Main duties of the job

The ideal candidate will have demonstrable experience in public sector procurement, including tendering, facilitating procurement projects, and developing procurement forward plans. They will possess excellent stakeholder engagement skills, the ability to lead procurement meetings, influence plans, prioritize work, and work independently using e-Tendering systems.

The candidate will advocate for improvements in procurement documentation, policies, and practices to achieve best practice and compliance.

Managing and mentoring a small team of procurement professionals, supporting their development, and improving performance will be key components of this role, providing an excellent opportunity to enhance management and leadership skills.

About us

SCL is a wholly owned subsidiary of County Durham and Darlington NHS Foundation Trust (CDDFT), established to deliver non-clinical services. The company operates as a separate legal entity from CDDFT.

SCL offers its own terms and conditions of employment, differing from NHS standards, including:

  • Access to a pension scheme - National Employment Savings Trust (NEST). CDD Services contributes 3%, above the minimum.
  • Night shift working allowances (where applicable).
  • Bank holiday working allowances (where applicable).

Bank work is on an 'as and when' basis, paid pro-rata for hours worked.

Special Skills & Knowledge
  • Extensive knowledge of Public Contracts Regulations 2015, Procurement Act 2023, Provider Selection Regime 2024, and their application in the public sector, supported by theory and experience.
  • Proven ability to build strong stakeholder relationships and motivate stakeholders throughout projects.
  • Knowledge of project management and forward planning, underpinned by practical experience.
  • Strong communication, negotiation, and influencing skills at all levels.
  • Analytical skills and proficiency in Microsoft Office applications.
  • Pragmatic and structured approach.
  • Knowledge of eProcurement systems and national procurement strategies.
  • Leadership skills, including coaching and mentoring.

  • Ability to work across various SCL/Trust sites and travel as needed.

  • MCIPS or equivalent, working towards or near completion.
