Job description

A client within the Public Sector based in Greater Manchesteris currently recruiting for a Procurement Manager to join their Commercial Procurement Unit as soon as possible. The client is offering a full-time, temporary position on an ongoing basis with the ideal candidate having experience of working within a local authority within a procurement and commercial environment.

The Role
Key purpose of the role is toprovide expert procurement support and advice across the organisation, lead the implementation of the Procurement Act 2023, and support the delivery of value-for-money outcomes for the Council.

Key responsibilities will include but not be limited to:

  • Coordinate the transition from the Public Contracts Regulations 2015 to the Procurement Act 2023.
  • Provide strategic procurement advice to stakeholders and legal services.
  • Lead on updates to procurement templates and processes to ensure compliance with legislative changes.
  • Mentor and guide category staff, promoting procurement best practice.
  • Undertake complex procurement exercises where required and support pipeline planning.
  • Represent the Council in external meetings and promote collaboration across Greater Manchester authorities.
The Candidate
To be considered for this role, you will require:
  • Full membership of CIPS or similar professional procurement qualification.
  • Extensive experience delivering procurement strategies within a public sector setting.
  • In-depth knowledge of UK procurement legislation, including PCR 2015 and Procurement Act 2023.
The below skills would be beneficial for the role:
  • Experience of delivering training or mentoring within procurement teams.
  • Strong negotiation and stakeholder engagement abilities.
  • Experience implementing and monitoring social value within contracts.
The client is looking to move quickly with this role and as such is offering £350 - £400 per day Umbrella DOE (approx. £250 - 300per day PAYE).
