Are you ready to join one of the largest Unitary Authorities in England as we embark upon an ambitious programme of transformation?

If so, come and join the Procurement Team at Leicester City Council. This exciting opportunity is for a Procurement Manager within our Procurement Services team. You will be working in a fast-paced, highly dynamic Mayoral Authority with an annual spend of £400m, to procure a wide range of critical contracts for goods, works, and/or services.

This role plays a key part in the improvement, development, and innovation of the Procurement service. You can expect autonomy and encouragement in providing new ideas, along with an incredibly varied role where no two days will be the same.

You'll work 37 hours per week from Monday to Friday as part of our flexible working scheme. With hybrid working, you'll be based at home and Leicester City Offices, currently a minimum of 1 day a week at City Hall, Charles Street, Leicester.

Main duties of the job

Developing and implementing procurement strategies for categories of goods, works, or services. Using your innovation and creativity to manage demand, deliver efficiency savings, service improvements, and strategic objectives of the Council. You will be pragmatic, solution-focused, and able to work in a multi-disciplinary environment with internal and external partners.

You will act as procurement lead on a wide variety of high-profile, highly complex, and strategic projects. Participating in cross-functional project teams to deliver high-value, high-risk procurement projects.

As part of a team of professionals in the delivery of the Council's procurement function, you will help develop, mentor, and coach existing procurement staff, and promote the implementation of good practices and procedures.

Job responsibilities

To provide decisive and effective leadership to a team of procurement staff in line with the council's Vision and Values, enabling them to do their best work and achieve high levels of performance.

Manage the procurement of high-value, high-risk goods, works, and/or services to enable service delivery to the council's customers, and to deliver efficiency savings and strategic objectives.

Person Specification
Experience
  • Significant experience and knowledge of public sector procurement, tendering, and contract management processes, including complex, high-risk, and high-value projects.
  • Experience in using procurement to achieve social value, such as encouraging economic regeneration, local employment, skills development, and environmental improvements.
  • Experience in developing and implementing procurement strategies for specific categories of goods, works, and/or services. Including training in Procurement Act 2023 (TPP) or a commitment to complete it within 4 weeks of starting.
