The Oil and Pipelines Agency is seeking an experienced Procurement Manager to lead end-to-end procurement activities for the Finnart OFD project and related duties across UK sites. The role requires knowledge of UK public procurement regulations and strong contract management capability.
Based near Gosport, Thanckes or Garelochhead is preferred, with remote/home-based applications considered. Travel to sites and driving license are required as needed.

OPA are looking to appoint an additional Procurement Manager, preferably based near to our Head Office in Gosport, Hampshire, or our OFD (Oil Fuel Depot) at Thanckes, Torpoint, Cornwall, or Garelochhead, Helensburgh, Argyll & Bute, Scotland, where our new Finnart OFD is located. We will also consider applications for Remote / Home based.
This newly created role will primarily focus on managing the procurement activities for our new Finnart OFD at Helensburgh, including contract administration, to ensure timely and efficient delivery of goods, services, and works in line with UK public procurement regulations, specifically the Public Procurement Regulations 2023 to support OPA business requirements and ensure contracts are effectively managed to maximise value for money from our suppliers.
Working in a busy and demanding Procurement function, the successful postholder will be part of a team providing procurement services for the OPA, who manage fueling assets and sites on behalf of the Ministry of Defence. It is essential to maintain and develop strong positive working relationships with all stakeholders within the Agency, as well as our external suppliers.
Occasional travel to our UK sites will be a feature of this role, with some overnight stays depending on your location. Therefore, a full (preferably clean) driving licence is essential for the successful candidate.
You should have a minimum of 5 years’ experience in a senior role in public procurement, preferably in a high hazardous regulated industry, hold MCIPS, GCF ADC commercial qualification, or equivalent, and able to demonstrate extensive working knowledge of the Public Procurement Regulations 2023.
You will have a strong understanding of contract terms to support the managing of end-to-end procurement process, able to demonstrate effective interpersonal and organisational skills. Be able to identify the commercial risks and contribute to mitigating and managing those risks and demonstrate auditing techniques. You will need to possess strong effective IT skills, particularly MS Office, and experience of finance and procurement software packages.

Our current primary purpose is to manage, operate and maintain 6 Naval OFD’s (Oil Fuel Depots) and 1 Petroleum Storage Depot in the UK, as well as overseas, on behalf of the MOD. We currently have around 200 employees in the UK.
