Hello, we’re Starling. We built a new kind of bank because we knew technology had the power to help people save, spend and manage their money in a new and transformative way. We’re a fully licensed UK bank with the culture and spirit of a fast-moving, disruptive tech company. We’re a bank, but better: fairer, easier to use, and designed to demystify money for everyone. We employ more than 3,000 people across our London, Southampton, Cardiff and Manchester offices.

About the role:

We are keen to keep building the Procurement function to support the business across several spend areas. As the Procurement manager, you will be responsible for overseeing the sourcing process, optimising supplier relationships, and leveraging market insights to help deliver tangible value whilst supporting sustainable growth.

Responsibilities:
  1. Maintain relationships with a pool of suppliers within specific categories of spend, ensuring professional engagement and a high level of communication, providing Starling with a ‘share of voice’ within the supplier organisation.
  2. Review, negotiate, contract, and recontract third-party agreements in line with commercial, regulatory, legal, and policy principles for both new and renewal agreements.
  3. Negotiate and establish competitive commercial agreements, documenting evidence of improvements or cost savings.
  4. Post-contract: Manage the 'In-Contract Management' of agreements, monitor SLAs, engage with stakeholders, and hold regular MI meetings with strategic suppliers.
  5. Identify opportunities to optimise vendor’s performance and internal processes.
  6. Define and document requirements at project start to ensure clarity during contracting and negotiations.
  7. Maintain knowledge of third-party arrangements, focusing on SLAs, pricing, and termination provisions.
  8. Stay informed about sector trends by attending trade events and conferences.
  9. Ensure compliance with all relevant sector regulations and training requirements.
  10. Keep procurement and contractual workflows updated within the contract management system.
  11. Build and maintain relationships with internal stakeholders in category spend areas.
  12. Act as a point of escalation, providing guidance across the organization.
  13. Collaborate with the Vendor Management Office and Due Diligence team to ensure ethical and compliant supplier onboarding.
  14. Work closely with the legal, data protection, and security teams to ensure contracts meet all requirements.
  15. Contribute to monthly reports and updates for executives.
  16. Conduct market tenders and benchmarking exercises as needed.
  17. Maintain inventory levels with suppliers, ensuring seamless supply as required.
  18. Represent the procurement function within Starling.
Requirements:
  • University Degree
  • Minimum of 3 years experience as a Procurement Manager
  • Experience working with internal and external stakeholders
  • Highly numerate with strong data analysis skills
  • Contractual literacy and negotiation skills
  • Experience managing RFPs and tender documentation
  • Excellent relationship-building, communication, problem-solving, organizational, and time management skills
  • Self-motivated with a collaborative approach

Benefits include 25 days holiday plus public holidays, extra days for birthdays, holiday purchase/sell options, volunteering time, pension scheme, life insurance, private medical insurance, family policies, referral incentives, Perkbox membership, and initiatives like Cycle to Work and EV leasing.
