Job summary

Manpower, Inc. is seeking a senior procurement partner for a 12-month role in the UK, supporting projects from feasibility through close-out.

You will collaborate with project teams, suppliers and stakeholders to deliver safe, compliant, and cost-effective outcomes across professional and capital construction activities. Qualifications

• 10–15 years of procurement experience, mandatory.
• 6–10 years in Capital Construction procurement, mandatory.
• Experience across feasibility, FEED, detailed design, execution, commissioning, close-out.
• Strong understanding of EPCM, EPC, Design & Build, Framework delivery models.
• Strong knowledge of lump sum, target cost, cost reimbursable, and re-measurable contracts.
• Experience managing tenders, supplier negotiations, contract governance, supplier performance, change orders, claims, disputes.
• Knowledge of procurement governance, supplier risk management, and compliance requirements.
• Capital equipment procurement experience is highly desirable (process, packaging, manufacturing systems).

Location

Ware and Barnard Castle. Travel between both sites is required, with travel and accommodation expenses covered when working away from the primary site

Purpose of the role

Act as a strategic procurement partner to project teams, business stakeholders, and suppliers, supporting projects from early feasibility through engineering, execution, commissioning, and close-out. The role focuses on Professional Services, Engineering Services, Construction Trade Packages, and related capital investments, ensuring safe, compliant, cost-effective, and timely project delivery.

Required Experience & Knowledge

• 10-15 years of Procurement experience (mandatory), including sourcing, contract negotiation, supplier management, and category management.
• Minimum 6-10 years of Capital Construction procurement experience (mandatory) within pharmaceutical, life sciences, industrial manufacturing, engineering, energy, or infrastructure environments.
• Experience supporting projects across multiple phases including feasibility, FEED, detailed design, execution, commissioning, and project close-out.
• Strong understanding of project delivery models and commercial risk allocation, including EPCM, EPC, Design & Build, and Framework delivery models.
• Strong understanding of commercial contracting models including Lump Sum, Target Cost, Cost Reimbursable, and Re-measurable contracts.
• Experience managing major tenders, supplier negotiations, contract governance, supplier performance, change orders, claims, and dispute resolution.
• Strong knowledge of procurement governance, supplier risk management, and compliance requirements.
• Capital Equipment procurement experience is highly desirable, particularly process equipment, packaging equipment, manufacturing systems, utilities, and engineered equipment packages.
