Job Description:

We have a fantastic opportunity for Procurement Governance Manager (12 Month FTC) to join our national team. Within this opportunity you'll be monitoring and driving procurement compliance in accordance with Public Contracts Regulations 2015 (PCR 2015), Utilities Contract Regulations 2016 (UCR 2016), Cabinet Office Controls and Government Commercial Technical Standards across all areas of non-pay spend at NHS Property Services.

We're offering a salary from £55,000, along with flexible hybrid working and 10% annual bonus.

About the role:

You'll be responsible for supporting the Category Managers and Category teams in ensuring ongoing compliance with Procurement Policy, any applicable legislation, Cabinet Office Controls, Department of Health and Social Care requirements. Also, by implementation of Commercial Compliance Improvement Assessment Framework, driving continuous improvement in the commercial capability of the Procurement team and wider business engaged in committing NHSPS to contractual spend

Specialists are expected to have a good understanding of their functional area, and how it connects with other areas of the business. They collaborate with colleagues to provide relevant and timely information in an understandable way to ensure we maintain compliance to deliver value for money, delivering positive outcomes for our internal and external stakeholders.

You Will:

  • Support the Category Managers and Category teams in ensuring ongoing compliance with Procurement Policy, any applicable legislation, Cabinet Office Controls, Department of Health and Social Care requirements
  • Supporting the Category Manager in the implementation of Commercial Compliance Improvement Assessment Framework, driving continuous improvement in the commercial capability of the Procurement team and wider business engaged in committing NHSPS to contractual spend
  • Proactive approach to Procurement Governance, actively seeking out areas for development, and ownership of implementation of processes and improvements.
  • Ensuring Category teams are maintaining Procurement Systems, databases, and records.
  • Ensure all procurement data is current and up to date.
  • Supporting the Category Managers with Audit & Governance responsibilities and future audits.
  • Provide reporting to internal stakeholders and external bodies to ensure compliance with all relevant regulations
  • Supporting with the communication of updates in Procurement Policy and subsequent procurement procedures.
  • Ensuring the category teams have completed the Procurement Risk Register and have in place mitigations for the identified risks.

What you will bring to the role:

  • Experience of working in a complex and challenging environment with demanding personal objectives
  • Demonstratable experience of developing positive, proactive relationships with internal stakeholders and supply-chain · Experience in supplier selection, negotiation, contract management and delivering cost savings
  • Building good relationships with internal stakeholders and external bodies
  • Influencing senior leaders, executives and non-executive directors
  • Setting meaningful and ensuring completion of task-oriented objectives
  • CIPS Level 4 or above (Not mandatory)
  • TPP Certification (Ideally completed or in process)
