Job summary

SSEN Transmission is seeking a Procurement and Commercial (P&C) Manager to lead a high‑value procurement programme across onshore and offshore projects within the Transmission Directorate. The role focuses on strategy development, governance and delivering commercial excellence for major capital schemes.

You will manage a team, work with internal stakeholders and suppliers, ensure compliance with regulations, and drive cost estimating, contract negotiation and performance reporting.

Qualifications

• Understanding of offshore and onshore transmission or similar sector.
• Experience leading a team, developing strategies, procuring/main package contracts and governance papers.
• Knowledge of NEC, FIDIC and LOGIC contract terms.
• Experience in cost management, reporting and forecasting; ability to interpret numerical data.

Responsibilities

• Support Head of Procurement and Commercial to deliver world class service, ensuring development and delivery follow governance.
• Lead procurement strategies, manage processes, negotiate terms and prices through to contract award for main packages.
• Line manage the Procurement and Commercial Team across multiple large capital projects, onboard and offshore; manage internal and external stakeholders.
• Support cost estimating with appropriate evidence to justify to stakeholders such as Ofgem.
• Oversee cost and forecast management and change control, including payments and expenditure.
• Provide robust contract commercial management aligned with project goals.

Base Location: You'll be expected to spend 50% of your working week in one of the following locations : Aberdeen, Glasgow, Inverness, and Perth

Salary: £68,100- £102,100 + car /car allowance + performance-related bonus + a range of benefits to support your finances, wellbeing and family.

The role

An exciting opportunity has arisen for a Procurement and Commercial (P&C) Manager to join our Procurement and Commercial Team within the Transmission Directorate focussing on offshore development projects. The Network Transmission business is forecasting a £12Bn spend within the next 10 years across their key capital projects both onshore and offshore and the successful candidate will play an instrumental role in supporting these projects as they progress through the development phase.

We are looking for candidates to have both pre and post contract experience of managing high value capital contracts preferably within transmission or a similar industry. The candidate will be a methodical thinker, who has experience in strategy development and implementation. Offshore marine/subsea experience will also be beneficial.

You will

• Support the Head of Procurement and Commercial in providing a world class procurement and commercial service to internal customers, ensuring all aspects of development and delivery are following internal controls as established through the Large Capital Projects Governance and Commercial Manuals.


• Manage a portfolio of Projects and lead on procurement activities such as the development of Project procurement strategies, managing the procurement process, negotiation of contract terms and conditions and price for main package procurement through to contract award whilst ensuring compliance with the Utilities Contracts (Scotland) Regulations 2016 and the Procurement Act 2023.


• Undertake line management responsibilities for an established Procurement and Commercial Team, managing business requirements and team responsibilities for multiple large capital projects both onshore and offshore. Also managing internal stakeholder relationships with the various Project Teams, the wider Transmission P&C Teams, Senior Management within SSE Network Transmission and external stakeholder relationships with Key Suppliers and the wider Supply Chain.


• Supporting cost estimating to the required standard and accuracy. Ensure all relevant evidence is included within the estimate to justify to internal and external stakeholders such as Ofgem.


• Support cost and forecast management via regular cost reporting and ensuring change management procedures are adhered to; Payment and expenditure management


• Provide robust contract commercial management which will support the project goals and objectives.

You have

• An understanding of an offshore and onshore transmission business or similar industry experience, ideally with a Quantity Surveying, Law, or relevant Business Degree.


• Experience in a similar role where you were responsible for leading a team, developing and implementing strategies, procuring and managing main package contracts, preparing governance papers, and presenting at a Senior Leadership level.


• Experience and competence with conditions of contract including NEC, FIDIC and LOGIC.


• Experience and competency on all cost management issues including cost reporting, forecasting, accrual management and supply chain payment with a aptitude of interpreting numerical data & experience of drafting and interpreting commercial contracts with and understanding of the supply chain and how to improve it.


• Knowledge of relevant statutory and legal provisions and detailed knowledge of procurement and commercial policies and procedures.
