Job Description:

Procurement Category Manager IT Infrastructure – Financial Services – Belgium

Duration: 12 Month Contract

You will be joining the IT Purchasing Team within the Supply Chain Department.

This team is responsible for sourcing all group non-payroll spend and is part of the Finance Division based in Brussels (Belgium).

The Supply Chain Department is organized into three main streams:

  • The IT Purchasing team: purchasing software, hardware, cloud services (SAAS, PAAS, IAAS), outsourcing, Telco network, Cybersecurity, etc.
  • The Indirect Purchasing team: facilities, contractors, consultancy, data vendors, etc.
  • The Governance team: processes, policies, and control activities for procurement, outsourcing, regulatory compliance, etc.

The main objectives of the IT Purchasing team are to support digital transformation initiatives by capturing needs and developing sourcing plans, deploying differentiated sourcing strategies, and leveraging supplier market intelligence to meet business and strategic goals.

Key ongoing priorities include:

  • Maintaining a SAFE Supply Chain through due diligence, cloud security, outsourcing, and critical service providers.
  • Developing individual and team expertise to navigate complex procurement environments, acting as trusted advisors and providing insights based on best practices.

Role & responsibilities:

  • Lead the development of vision and strategies supporting long-term IT infrastructure digitization and sourcing.
  • Develop and update global category sourcing plans based on needs, blueprints, and contractual requirements.
  • Manage sourcing activities from needs assessment to purchase order issuance, including RFP drafting, stakeholder management, analysis, negotiations, contract setup, risk guidance, and insights.
  • Serve as the primary contact for infrastructure sourcing activities.
  • Collaborate with team members and potentially supervise procurement activities.
  • Share expertise and contribute to continuous improvement efforts within the team.
  • Gather stakeholder feedback, identify unmet needs, and raise awareness of sourcing and supply chain risks.
  • Uphold core values of autonomy, responsibility, collaboration, fun, and respect within the team.

Required qualifications:

  • Over 10 years of experience in IT infrastructure sourcing, with proven interaction with senior management.
  • Comprehensive knowledge of the infrastructure industry, including key players, trends, and cost components.
  • Strong negotiation skills in areas like Mainframe, Tandem, Storage, Data Center strategies, IAAS, PAAS, etc.
  • Ability to independently handle all sourcing requirements and provide pragmatic, project-specific recommendations.
  • Excellent English communication skills, both verbal and written.
  • Capability to deliver actionable insights and strategic long-term thinking.
  • Experience in developing strategies and leading small teams with measurable outcomes.
  • Effective communication and positive stakeholder relationship management.
  • Strong organizational awareness and sensitivity.

Good to have:

  • Experience in Financial Services and understanding of regulatory environments.
  • Knowledge of post-trade infrastructures and familiarity with Agile frameworks.
