Job summary

Cheshire Constabulary is seeking an experienced Procurement and Contracts Officer to join the Procurement Team at Cheshire Constabulary HQ in Winsford. You will lead procurement and contract management activities across technology, finance and corporate services, ensuring value for money and compliance.

The role requires CIPS progress, public sector procurement knowledge and strong stakeholder management to deliver efficient policing services across Cheshire.

Qualifications

  • Member of, or progress towards, the Chartered Institute of Procurement & Supply (CIPS).
  • Experience in the public sector, especially policing, local government, emergency services or public service organisations.
  • Knowledge of public sector procurement regulations and governance frameworks.

Responsibilities

  • Lead procurement and contract management for medium-value, medium-risk and complex procurements.
  • Act as the key point of contact for stakeholders, supporting development of specifications, tender docs, evaluation criteria and contract requirements.
  • Manage procurement exercises from market engagement through contract award and implementation.
  • Build strong relationships with internal customers and suppliers to monitor and manage contractual performance.
  • Negotiate contract terms and renewals and apply contractual remedies where appropriate.
  • Provide professional procurement and commercial advice ensuring compliance with procurement legislation, financial regulations and organisational policies.

Cheshire Police is seeking an experienced and commercially minded Procurement and Contracts Officer to join our Procurement Team based at Cheshire Constabulary HQ in Winsford.

This is an exciting opportunity for a procurement professional who is passionate about delivering value for money, building strong stakeholder relationships, and ensuring compliance within a complex and highly regulated environment.

Working closely with the Procurement and Contracts Manager, you will lead and support a range of medium-value and more complex procurement projects and contracts across diverse areas including technology, finance, estates, and corporate services. Your work will directly contribute to the efficient delivery of policing services across Cheshire.

What You’ll Be Doing
  • Lead procurement and contract management activities for medium-value, medium-risk and complex procurements.
  • Act as the key point of contact for stakeholders, supporting the development of specifications, tender documentation, evaluation criteria and contract requirements.
  • Manage procurement exercises from market engagement through to contract award and implementation.
  • Build strong relationships with internal customers and suppliers to ensure contractual performance is effectively monitored and managed.
  • Negotiate contract terms and renewals, addressing performance issues and applying contractual remedies where appropriate.
  • Provide professional procurement and commercial advice to stakeholders, ensuring compliance with procurement legislation, financial regulations and organisational policies.
About You
  • Membership of, or progress towards membership of, the Chartered Institute of Procurement & Supply (CIPS).
  • Experience of working within the public sector, particularly within policing, local government, emergency services or wider public service organisations.
  • Knowledge of public sector procurement regulations and governance frameworks.
