Job Purpose

The Facilities Planning Department manages the company's capital program, including project development, analysis, and execution. The Fuels & Chemicals Division oversees downstream development, refining, and chemicals, handling activities from idea generation to project approval and master planning. The division also evaluates and optimizes capital deployment and conducts technical due diligence on acquisitions.

Responsibilities

  • Conduct feasibility studies on refineries and petrochemical facilities, developing long-term strategies.
  • Lead project teams to prepare design basis scoping papers for capital projects.
  • Prepare expenditure requests and present to management.
  • Coordinate with operational, development, engineering, project management, and corporate teams.
  • Evaluate process, system, and economic aspects of facilities.
  • Oversee evaluations of major facilities by others.
  • Present investment opportunities to management.
  • Provide ongoing consultancy to management and organizations.
  • Mentor future Facilities Planning specialists.

Education & Experience

  • Bachelor’s degree in Chemical Engineering.
  • Advanced education in Economics is preferred.
  • 12+ years in economic evaluations, feasibility studies, and budget requests.
  • Experience in planning and executing engineering studies.
  • Proficiency in process/system simulation and economics, especially LP modeling.
  • Strong communication skills.
