Private Sector Housing Team Leader - Damp & Mould Specialist

Red Personnel is partnering with Hammersmith & Fulham Council to recruit for this exciting opportunity

Key Details

  • Rate: £40 per hour (Umbrella)
  • Contract: Full-time
  • Start: ASAP
  • Location: Hybrid - 3 days out on district, 2 days working from home
  • Reports to: Private Sector Housing Team Manager

About This Opportunity

An excellent opportunity has arisen for the right candidate to step into a junior management role supporting our busy Private Sector Housing team. You'll work directly with senior leadership including the Private Sector Housing Manager, Assistant Director of Housing Services, and Director of Housing Services.
This role offers the perfect chance to make a real difference in improving housing conditions across the borough while developing your leadership skills in a supportive environment.

What You'll Be Doing

Core Responsibilities:

  • Lead investigations into poor private sector housing conditions and HMO complaints
  • Manage up to 4 staff members and oversee a budget of £150K-£300K
  • Conduct complex property surveys using Housing Health & Safety Rating System (HHSRS)
  • Implement enforcement action including statutory notices, prosecutions, and court proceedings
  • Mentor and supervise new staff, apprentices, students, and contract workers
  • Coordinate with external agencies including London Fire Brigade, Police, and Trading Standards

Specialized Focus Areas:

  • Damp and mould investigations and remediation
  • Energy efficiency compliance (MEES standards)
  • Empty properties and bringing them back into use
  • HMO licensing under Housing Act 2004
  • Civil penalties and rent repayment orders

Leadership & Development:

  • Provide general advice and support to 10 full-time enforcement officers across 3 teams
  • Lead landlord and tenant events
  • Develop team training programs and personal development opportunities
  • Participate in service design and improvement initiatives

  • Professional qualification (CIEH, CIOB, RICS etc.) preferred
