Park Avenue Recruitment is seeking an experienced Private Sector Housing Officer to join a Hampshire Local Authority on a hands‑on contract. The role covers enforcement from inspection to formal action, with hybrid working and 2 days on site.

You will handle investigations, disrepair, licensing breaches, and tribunal support. The ideal candidate has strong HHSRS expertise, Housing Act 2004 knowledge, and a proven ability to manage caseloads and drive enforcement actions.

Qualifications

• Experience in Private Sector Housing or Housing Enforcement, ideally in a Local Authority setting.
• Strong practical experience of HHSRS and the Housing Act 2004.
• Experience managing housing complaints and service requests.
• HMO inspection and enforcement experience.
• Confidence progressing cases through formal enforcement action.

Responsibilities

• Carry out comprehensive HHSRS assessments and Part 1 Housing Act 2004 inspections.
• Manage private sector housing complaints and service requests from investigation through to resolution.
• Investigate disrepair, damp and mould, property conditions and other housing hazards.
• Inspect HMOs and investigate licensing or management regulation breaches.
• Take informal and formal housing enforcement action.
• Prepare and serve statutory notices and Civil Penalty Notices.
• Gather evidence and progress complex enforcement cases.
• Support tribunal proceedings where required.
• Maintain an up-to-date awareness of the Renters' Rights Act.

Are you an experienced Private Sector Housing Officer who can confidently take enforcement cases from inspection through to formal action?

A Local Authority in Hampshire is looking for an experienced Private Sector Housing Officer to provide immediate support to its busy housing service.

This is a hands‑on contract for someone who can independently manage housing complaints, inspect private rented properties and take proportionate enforcement action where necessary, whilst working on a hybrid basis with just 2 days per week on site.

The role

• Carry out comprehensive HHSRS assessments and Part 1 Housing Act 2004 inspections

What you'll need

• You'll need previous Private Sector Housing, Housing Standards or Housing Enforcement experience, ideally within a Local Authority setting, alongside:
• Strong practical experience of HHSRS and the Housing Act 2004
• Experience managing housing complaints and service requests
• HMO inspection and enforcement experience
• Confidence progressing cases through formal enforcement action
• Experience with Civil Penalties
• The ability to manage your own caseload independently
• Tribunal experience would be advantageous
• Knowledge of current changes affecting the private rented sector, including the Renters' Rights Act

Contract details

Location: Hampshire

Rate: £50-£55 per hour

Contract: Initial 3 months

Working pattern: Hybrid - 2 days per week on site
