The Department for Work and Pensions (DWP) is recruiting for the role of a Parliamentary Clerk.
The Department for Work and Pensions is responsible for social security, labour market, pensions, and child maintenance policy. As the UK’s biggest public service department, we administer the State Pension and a range of working age, disability, and ill health benefits to around 20 million claimants and customers. Private Office is crucial to providing effective support and advice to Ministers and Special Advisers across all aspects of Departmental business, acting as the key interface between the Department and Ministers to deliver DWP’s critical agenda.
Job Description
The Private Office is a high-performing, dynamic, supportive and inclusive team. This is a demanding but rewarding role for someone interested in working closely with Ministers, Special Advisers, Parliamentary staff and senior officials.
The Parliamentary Clerk role offers an exciting and challenging opportunity to lead a busy team with a unique overview of DWP policies and how it interacts with Parliament. In this role the successful applicant will oversee the Parliamentary Relations Unit, responsible for working across DWP to support ministers with Oral Questions and select committee appearances, debates and for overseeing written Parliamentary Questions, Dear Colleague Letters and written statements.
This post reports to the Deputy Principal Private Secretary and will:
- Provide advice and work directly with the Ministerial Team to navigate departmental Parliamentary activity and support the coordination and delivery of their priorities.
- Work with senior stakeholders across the Department, as well as across Whitehall, to provide the Ministerial Team with high quality and timely advice.
- Engage with key Parliamentary stakeholders such as the Speakers and Whips to ensure DWP complies with Commons and Lords processes and deadlines.
- Provide a regular flow of information on Parliamentary activity to Ministerial Private Offices and the Department to guarantee timely awareness of debates, votes and any other relevant business in both Houses.
- Establish and maintain thorough organisational tools to track Parliamentary activity to anticipate and manage issues and consistently improve quality through clear and visible leadership.
- Be an active member of the Private Office Senior Management Team.

Person specification
We are looking for a tenacious, resilient and flexible person with excellent communication skills to work effectively with Ministers, Special Advisers and senior officials.
You will need to manage a heavy workload, prioritise effectively and enjoy working in a fast-moving environment.
Experience of working with Ministers or senior leaders is desirable but not essential.
Essential Criteria
The successful candidate will be able to demonstrate:
- An ability to work collaboratively and flexibly with others and within a dynamic team, often to short deadlines and to achieve common goals, maintaining a high level of service (Lead Criteria).
- A comprehensive understanding of politics and current affairs – crucially, you will be able to anticipate the needs of Ministers and their Private Office teams by accurately judging the likely questions they will face at various other Parliamentary occasions (oral statements, appearances before select committees etc).
- Excellent communication skills – with the ability to translate complex and technical issues into clear and concise briefing, which you can deliver both orally and in written format.
- A clear grasp of the department’s priorities and understands how to express these in plain English.
- Experience in dealing with other government departments – with a determination to track down vital information for Ministers.
- Experience of working to multiple tight deadlines – remaining enduringly calm under considerable pressure.
- Confidence to engage daily with the department’s most senior leaders, including Ministers, the Permanent Secretary and Director Generals.
- Excellent judgement and approach to situations, tasks and problems, and a self-starter who can work independently.
- An ability to deliver to tight deadlines quickly but effectively, whilst remaining professional in a pressured environment.
- A strong track record in managing a high-quality service, and the ability to manage competing priorities and deal pragmatically with sometimes conflicting priorities.
- A flexible outlook and approach, coupled with a real enthusiasm for taking responsibility for high-quality work, demonstrating personal resilience and strong attention to detail.
Due to the nature of the role, it may be necessary to work long hours, including weekends, especially when Parliament is sitting.
The role is full time and job share.

Interview Stage
Shortlisted candidates will be invited to attend an interview at Caxton House, London and will be assessed on their answers to interview questions on Behaviours and Strengths. The interview aims to be more of a conversation exploring the candidate’s capability for the role.
This will consist of a face-to-face blended interview, which should take approximately between 30-40 minutes.
