Job summary

Triumph Consultants Ltd in St Albans are seeking an experienced Principal Planning Officer (Planning – Strategic Sites) to lead major and strategic-scale planning proposals, including residential developments and significant commercial schemes.

You will manage projects from pre-application through to determination, negotiate PPAs, present to Planning Committee, and deliver robust officer reports. RTPI membership or eligibility is preferred.

Qualifications

• Significant experience in Development Management, especially major/strategic sites.
• Proven experience managing planning proposals from pre-application to determination.
• Strong knowledge of the planning process and ability to assess complex proposals.
• Experience writing planning officer reports and presenting to Planning Committee.
• Excellent negotiation and stakeholder management skills.
• Strong written and verbal communication; able to explain complex planning matters clearly.
• Ability to work independently with minimal supervision and manage a caseload.
• Excellent organisation and time management; balance priorities.
• RTPI membership or eligibility for membership.
• Proactive approach and track record delivering planning decisions.

Responsibilities

• Negotiate Planning Performance Agreements (PPAs) with applicants.
• Lead pre-application negotiations, including meetings, site visits and liaison with consultees.
• Provide clear and robust written feedback to applicants.
• Process and manage major and strategic planning applications.
• Assess complex development proposals and negotiate high-quality outcomes.
• Prepare comprehensive officer reports and recommendations.
• Present applications and recommendations to Planning Committee.
• Manage a varied and complex workload while meeting deadlines and maintaining high professional standards.
