Job summary

We Manage Jobs is recruiting a Principal Engineer - Traffic Management for the Borough of Walsall. The role leads on the EV Charge Point Infrastructure Programme and oversees the delivery of traffic management projects across the borough.

You will draft and implement Traffic Regulation Orders, supervise on-site works, monitor contracts and provide expert guidance to internal and external stakeholders, while supporting the wider team during a period of transformation.

Principal Engineer - Traffic Management - Ref: EE07526
Salary - G11 (SCP’s 40-43) £51,356 to £54,495 (pay award pending)

You will play a key role in the activities of the Permanent and Temporary Traffic Management team during a period of significant transformation and regeneration of the borough.

The main purpose of the job role will be to provide the lead specialist role supporting our Electric Vehicle (EV) Charge Point Infrastructure Programme and will involve

  • The implementation and management of approximately 1000 EV Charging Points on and off street across the borough of Walsall.
  • Project management and supervision.
  • Representation of the authority on the Project Board.
  • Ensuring compliance with contractual obligations.
  • Advice to internal and external stakeholders on engineering matters.

The successful applicant will also be supporting the wider functions of the Permanent and Temporary Traffic Management team that range from the issuing of skip and scaffold permits, assessment of abnormal load movements, analysis of network impact from traffic management proposals to road safety advice to external agencies on the location of bus stops and shelters. There will also be a requirement to work with colleagues delivery large highway improvement schemes across the borough.

The role will place particular emphasis on:

  • The preparation and implementation of temporary and permanent Traffic Regulation Orders.
  • Knowledge of the Traffic Signs Regulations and General Directions, the Traffic Signs Manual and associated legislation and guidance.
  • Contract monitoring and performance reporting.
  • Knowledge and experience of the requirements of the New Road and Street Works Act and associated legislation and guidance.

This is a specialist technical role that requires a high degree of interaction with colleagues, the general public, local businesses, councillors, contractors and other stakeholders. We are looking for someone with traffic regulation experience who can work quickly and efficiently to solve problems and communicate solutions.

The post holder will have day-to-day responsibility for:

  • The drafting, consulting on, marking and implementation of Traffic Regulation Orders.
  • Supervision of on-site works.
  • Assisting the Team Manager with respect to service delivery.
  • The timely investigation and response to customer enquiries and service requests.
  • General activities related to the roles and functions of the service.

and will be responsible over any delegated projects teams or project officers, seconded officers, students and trainees.

The successful candidate will need to demonstrate relevant experience and a thorough understanding of traffic management techniques and associated legislation. The council operates an agile working policy, giving staff a choice of their work location but there will also be a requirement to travel throughout the borough and attend meetings on site.
