Qualifications

• Proven experience in a Preconstruction Manager, Preconstruction Lead, Technical Manager, Senior Estimator or similar role.
• Strong technical knowledge of civil engineering and infrastructure construction.
• Experience coordinating multidisciplinary bid teams.
• Experience reviewing tender documentation and construction methodologies.
• Experience working with NEC contracts would be advantageous.

The Opportunity

We are working with a leading civil engineering and infrastructure contractor to recruit an experienced Preconstruction Manager to join their growing Midlands regional team.

This is a key senior position within the business, supporting the development and successful delivery of tenders across a range of major civil engineering and infrastructure projects throughout the Midlands.

The successful candidate will combine strong technical construction knowledge with preconstruction and tender management experience, working closely with estimating, commercial, planning, design, procurement and operational teams to develop competitive, technically robust and deliverable bids.

The Role

As Preconstruction Manager, you will take responsibility for coordinating and managing the preconstruction process from initial opportunity through to tender submission and contract award.

Key responsibilities include:

• Managing the preconstruction and tender process from enquiry through to submission.
• Leading multidisciplinary tender teams across estimating, commercial, design, planning, procurement and operations.
• Developing effective and competitive tender strategies.
• Reviewing tender documentation, specifications, drawings and project requirements.
• Providing technical input into tenders, construction methodologies and delivery strategies.
• Assessing project buildability, logistics, sequencing and construction methodology.
• Working closely with design teams to identify buildability, value engineering and technical solutions.
• Developing and reviewing construction methodologies and technical submissions.
• Supporting the development of programmes and project delivery strategies.
• Identifying technical, commercial and construction risks throughout the tender process.
• Coordinating subcontractor and supply-chain engagement.
• Working closely with estimating and commercial teams to develop robust bids.
• Preparing and reviewing technical submissions, methodologies and tender deliverables.
• Leading tender adjudications and supporting senior management through the approval process.
• Ensuring an effective handover from preconstruction into the delivery team following contract award.
• Developing and maintaining strong relationships with clients, consultants and supply-chain partners.

About You

The ideal candidate will have a strong technical background within civil engineering or infrastructure, combined with proven preconstruction/tender management experience.

You will ideally have:

• Proven experience in a Preconstruction Manager, Preconstruction Lead, Technical Manager, Senior Estimator or similar role.
• Strong technical knowledge of civil engineering and infrastructure construction.
• Previous experience working for a main contractor.
• Demonstrable experience managing tenders from initial enquiry through to contract award.
• A strong understanding of construction methodologies, buildability, sequencing and temporary works.
• The ability to review and interpret technical drawings, specifications and tender documentation.
• Experience developing technical proposals, methodologies and construction strategies.
• Experience coordinating multidisciplinary bid teams.
• Strong commercial awareness and understanding of the tender process.
• Experience working closely with estimating, commercial, planning, design and operational teams.
• Excellent communication and stakeholder-management skills.
• The ability to manage multiple tenders and competing deadlines.
• Experience working under NEC contracts would be advantageous.
• A relevant civil engineering or construction qualification would be beneficial.
