Pre-Construction Manager
Location: Exeter
Civils South West
Salary: £60,000 + benefits
Taylor Woodrow is seeking a Pre-Construction Manager to lead and coordinate all phases of the pre-construction process across a range of civil engineering projects in the Southwest, typically valued up to £15 million.
Based in Exeter, this role offers a hybrid working model with up to two days per week from home.
About the Role
You will be responsible for managing pre-tender, live-tender, and post-tender activities to ensure the business is well-positioned to secure and deliver targeted opportunities aligned with our strategic goals.
Key Responsibilities:
·Lead and manage the tender pipeline and associated resources
·Maintain and develop the Customer Relationship Management (CRM) database
·Oversee the preparation of bid content including CVs, project summaries, and social value statements
·Manage internal tender governance and approvals
·Support the estimating team with subcontractor engagement and tender returns
·Collect and analyse client feedback on both successful and unsuccessful bids
·Lead client engagement throughout the pre-commencement phase
·Manage handovers to the delivery team and assist with early-stage planning
·Facilitate post-contract reviews and feed learning back into the process
About You:
·Background in construction, ideally within highways or civil engineering
·Strong understanding of pre-construction, bid management, or estimating
·Demonstrated experience in delivering business improvement or transformation projects
·Full UK driving licence
